1.§

Payment settles the full assessment; the ECMS has no partial-payment status.

2.§

Nonpayment does not block tender, filing, docket creation, acceptance, service, judicial consideration, judgment, or mandate unless an active statute expressly requires another result.

3.§

An unpaid fee assessment is an administrative obligation, not a jurisdictional defect.

4.§

The Clerk may use only a payment method authorized by the ECMS and published policy.

5.§

A receipt must identify the assessment, filing, case, components, total, method, payer if different from owner, and UTC time.
