Before the Rules take effect and after every lawful fee amendment, the Clerk and ECMS administrator must jointly certify that:
1.§
every active production fee code maps to this Appendix or the Clerk’s lawful reproduction schedule;
2.§
every amount matches exactly;
3.§
inactive or unauthorized categories cannot be assessed;
4.§
the role exemptions match D-4;
5.§
waiver, void, refund, and receipt behavior has been tested; and
6.§
the certification date and configuration version appear on the public register.
