Rule 27. Tender, filing, acceptance, and the official timestamp
Tendered
A Pending filing is tendered but not filed. A phase-one timestamp or an incomplete submittedAt value does not make an abandoned upload timely.
Receipt
The ECMS receipt, Bates number, status, and audit event are prima facie evidence of tender and filing. A screenshot of a local draft, browser page, or attempted upload is not a receipt.
Multiple documents
All documents within one filing share one status, signature, fee, Bates number, and filing time. A party must not assume one uploaded document is independently filed while another document in the same filing remains incomplete.
Acceptance
Acceptance is the Clerk’s quality-review decision. It does not establish jurisdiction, waive a defect, prove service of original process, or decide the truth of the filing.
Wrong case
A document filed in the wrong case is not filed in the intended case. The filer must promptly notify the Clerk and file it in the correct case. The Court may grant legal relief from the error when permitted, but the ECMS timestamp in the correct case cannot be altered.
