Rule 25. Mandatory electronic filing and authorized channels

(a)§

Official channel

All Supreme Court matters and documents must be filed through the ECMS unless these Rules or a Court order require a secure or emergency alternate channel. A Discord case chat, Roblox direct message, email, oral statement, shared-drive link, or document-builder download is not a filing.

(b)§

Authorized filer

A filing must be transmitted by an authenticated account holder through:

1.§

a browser session linked to that account; or

2.§

a personal API credential linked to that account.

A credential without an authenticated subject may not file in the Supreme Court.

(c)§

Existing case

Only a party, lead electronic counsel, authorized additional counsel given access, a Justice, the Clerk, or authorized staff may file in an existing case. The exception for an attorney not yet linked to the case is a Notice of Appearance filed through the appearance route.

(d)§

Filing on behalf of another

The ECMS records the authenticated account as filedBy. A Clerk, attorney, staff member, or party may not impersonate another filer. An attorney may sign and file as counsel for a client, but the system attribution remains the attorney’s.

(e)§

Adding parties

A filer may add a new party only if the filer is a Clerk, Justice, administrator, or attorney in good standing and has a good-faith legal basis. A placeholder account created for an unknown person confers no attorney status or privilege.

(f)§

Workflow-owned matters

Ex parte applications, search warrants, arrest warrants, bench warrants, expungements, charging referrals, and other workflow-owned matters must use their designated portal workflows. A general filing route must not be used to bypass access controls.

(g)§

Alternate initiation

Certified questions, impeachment, attorney discipline, judicial discipline, and another lawful matter without an originating Superior Court case must be opened by the Clerk through the procedure in the applicable special Rule. A filer must not identify a fictitious originating case merely to satisfy a portal field.
