Rule 13. The Marshal and court security
Appointment and qualification
The Justices may appoint a Marshal who serves at the pleasure of the Court. The Marshal and any Deputy Marshal must satisfy the law governing active Ridgeway law-enforcement service.
Duties
The Marshal:
executes the Court’s process throughout the State;
may request or deputize lawful sheriff assistance as authorized by law;
protects the Court, its personnel, participants, records, and venues;
coordinates security with Ridgeway law-enforcement agencies;
maintains order during proceedings at the presiding Justice’s direction; and
records execution or attempted execution of process.
Designated security officers
The Marshal may designate on-duty law-enforcement officers as court-security personnel for a proceeding. A designation must identify the proceeding and duration and does not enlarge the officer’s lawful authority.
Vacancy or unavailability
When the office is vacant or the Marshal is unavailable, the Court may designate a qualified acting Marshal or request assistance from an officer authorized by law.
Separation from adjudication
A security decision may protect safety and platform access but may not determine a claim, defense, credibility issue, or sanction. A participant removed for immediate safety must receive a reasonable alternative means to participate unless the Court enters a lawful exclusion order.
