(a)§

Purposes

These Rules must be administered to secure:

1.§

impartial justice without corruption or unnecessary delay;

2.§

a fair opportunity to be heard;

3.§

decisions based on the governing law and the authenticated record;

4.§

procedures proportionate to the importance and urgency of a matter;

5.§

reliable electronic filing, service, and preservation;

6.§

public accountability consistent with lawful confidentiality; and

7.§

a process usable within Ridgeway’s Roblox environment and its officially designated supporting platforms.

(b)§

Hierarchy

If a Rule conflicts with the Ridgeway Constitution or an active statute, the Constitution or statute controls. If these Rules conflict with a valid special procedural rule governing a particular statutory proceeding, the more specific rule controls. The Court must construe an apparent conflict, where reasonably possible, to preserve both provisions.

Substantive rights

No Rule changes the elements of a claim or offense, the burden assigned by substantive law, the jurisdiction of a court, the right to appeal granted by law, or the maximum remedy or sanction allowed by law.

(d)§

Nature of the Ridgeway forum

Ridgeway proceedings operate through Roblox and official supporting services. A reference to presence, custody, property, money, office, residence, or location means the legally recognized Ridgeway equivalent unless the governing law expressly provides otherwise. Nothing in these Rules purports to exercise authority over a person or property outside the Ridgeway legal environment.
