The parties, by and through their undersigned attorneys, hereby stipulate and agree that
this action shall be dismissed with prejudice upon entry of the parties’ proposed Final Consent
Judgment and Order. The parties jointly request that the Court enter the proposed Final Consent
Judgment and Order submitted herewith and, upon its entry, dismiss this action with prejudice,
each party to bear its own costs and fees.

CONSENT JUDGMENT AND ORDER
Upon consideration of the Complaint for Declaratory and Injunctive Relief, and upon the
consent of the parties, it is this _____ day of ______________, 2026, by the Superior Court of
Ridgeway for Ridgeway County, hereby:
ORDERED, that Resolution R12-24 is hereby DECLARED unlawful and of no force or
effect as applied to Plaintiff Arthur_Chen; and it is further
ORDERED, that Defendant State of Ridgeway, its officers, agents, employees, and all
persons acting in concert with them are hereby ENJOINED from enforcing or giving effect to
Resolution R12-24 against Plaintiff; and it is further
ORDERED, that Plaintiff Arthur_Chen is hereby REINSTATED to his senior judicial
status under 3 R. Stat. § 122.107, with all rights, privileges, and status attendant thereto, as if
Resolution R12-24 had not been enacted or applied to him; and it is further
ORDERED, that Defendant shall take all necessary actions to effectuate Plaintiff’s
reinstatement and restore his senior judicial status in the appropriate official records; and it is
further
ORDERED, that this Judgment constitutes a final judgment on the claims resolved
herein, and the Court retains jurisdiction only to enforce the terms of this Judgment or as
otherwise provided by law.
