AFFIDAVIT IN SUPPORT OF AN APPLICATION FOR A CRIMINAL
COMPLAINT
I, Sergeant rashhyyyy of the Ridgeway County Sheriff’s Office (“RCSO”) being duly sworn,
hereby depose and state as follows:
INTRODUCTION AND BACKGROUND
1. I am a Sergeant with the Ridgeway County Sheriff’s Office (“MCPD”) and have
been employed since July 10, 2026. I have participated in search warrants,
collected and reviewed evidence, and requested legal process. I received my peace
officer certificate from the Law Enforcement Training Center on August 6, 2026,
where I received training and passed exams on enforcing the criminal code, and
identifying probable cause.
2. The statements contained in this affidavit are based upon my own personal
knowledge; knowledge obtained from other individuals during my participation in
this investigation, including other law enforcement officers; interviews of
witnesses; my review of records related to this investigation; communications with
others who have knowledge of the events and circumstances described herein; and

information gained through my training and experience. Because this affidavit is
submitted for the limited purpose of establishing probable cause in support of a
Criminal Information, it does not set forth each and every fact that I or others have
learned during the course of this investigation. I have set forth only those facts that
I believe are necessary to establish probable cause to believe that a crime was
committed by the above named individual.
PURPOSE OF AFFIDAVIT
3. Based on my training and experience and the facts as set forth in this affidavit,
there is probable cause to believe that JARRELL212 (“JARRELL”) committed
violations of R.C.C. § 2.13 (felony evasion of a peace officer); R.C.C. § 2.29
(unlawful possession of a firearm); R.C.C. § 2.33 (unlawful discharge of a
firearm); R.C.C. § 2.36 (brandishing); and R.C.C. § 3.01 (murder in the first
degree).
4. These acts occurred in the City of Palmer.

STATEMENT OF PROBABLE CAUSE
5. On or about October 11, 2026, myself and other peace officers attempted to stop a
grey sports Actilla, that was being operated by JARRELL, and who failed to pull
over and began fleeing. At the time, I was driving an unmarked RCSO cruiser,
with its emergency lights and sirens activated. During the pursuit, a marked
Palmer Police Department cruiser joined, also equipped with flashing emergency
lights and sirens.
6. Officers continued to pursue JARRELL through the Milton City tunnel, which is
where my recording, Exhibit A, begins. Here, JARRELL can be seen driving West
past the Palmer Plaza, in Palmer City.
7. At some point during the pursuit, JARRELL crashes into a railroad gate, and
becomes stuck as my cruiser collides with JARRELL’s vehicle.
8. Upon blocking in JARRELL, I exited my vehicle and was immediately glitched,
causing me to lay on the floor immobilized. At the time, I was in uniform.

9. At approximately 00:05s of Exhibit A, JARRELL can be seen exiting the driver
seat of the vehicle, with an automatic firearm in hand. JARRELL then proceeds to
point the firearm at me, and rapidly discharge the gun as I am able to stand up.
Immediately, I am killed as a result of JARRELL’s shooting.
10. Exhibit A ends with JARRELL being observed moving away, while other peace
officers attempt to apprehend him.
11. During subsequent investigation, I reviewed Exhibit A and could identify that the
firearm JARRELL used was a Solami submachine gun, based on its unique shape,
sound, and rate of fire. I know the Solami firearm is capable of automatic fire, and
therefore requires an Advanced Firearm License. I thereafter conducted a records
check, which shows that JARRELL does not hold an active AFL license.
CHARGES
Felony Evasion of a Peace Officer, in violation of R.C.C. § 2.13
12. I have probable cause to believe that JARRELL wilfully fled from peace officers
as they attempted to perform their duties, and in the process of doing so,
endangered the life of me by negligently using a weapon.
13. I have reason to believe that JARRELL knew he was being pursued by peace
officers, based on the fact all involved cruisers had their emergency lights and
sirens activated, and the manner in which JARRELL drove.

14. I have probable cause to believe that JARRELL possessed a Solami firearm
without being in possession of a valid Advanced Firearm License.
Unlawful Discharge of a Firearm, in violation of R.C.C. § 2.33
15. I have probable cause to believe that JARRELL knowingly discharged a Solami
within the City of Palmer, and did so without legal justification.
Brandishing, in violation of R.C.C. § 2.36
16. I have probable cause to believe that JARRELL drew a Solami firearm in the
presence of myself and other responding peace officers, and did so in a threatening
manner by immediately jumping out of his vehicle and pointing it at me.
Murder in the First Degree, in violation of R.C.C. § 2.36
17. I have probable cause to believe that JARRELL knowingly shot and killed me, a
uniformed peace officer, while I was attempting to discharge a lawful duty.
18. JARRELL knew that I was a peace officer based on the fact I pursued him
between Milton City to Palmer City with a cruiser using emergency lights and
sirens, and saw that I was wearing a police uniform upon exiting my vehicle. I was
attempting to apprehend a fleeing suspect at the time of the incident.
CONCLUSION
19. I declare under the penalty of perjury that the information provided above is true
