SUPERIOR COURT OF RIDGEWAY
COUNTY OF RIDGEWAY
TheThumper65, Civil complaint
Plaintiff,
vs.
smartabity,
Defendant.
Statement of Facts
1. On September 20, 2026, Mr. TheThumper65 was riding a lawnmower on a
side street in Sterling Heights.
2. Officer Smartabity1, a member of the Ridgeway National Guard Military
Police, struck Mr. TheThumper65 with a patrol car. Mr. TheThumper65
alleges that the officer failed to operate the patrol car with reasonable care
and seeks compensation for any resulting injury and lawnmower damage.
Ridgeway’s negligence statute permits compensatory damages for injury
caused by a breach of a duty of care. 7 R. Stat. § 121.301.
3. After the collision, Officer Smartabity1 detained Mr. TheThumper65 and
cited him for impeding traffic.
4. The cited provision, R.V.C. § 6.02, applies to someone operating a motor
vehicle at least 20 studs per second below the posted limit while failing to

pull over for vehicles behind them. It classifies the offense as a civil
infraction carrying a $175 fine.
5. Ridgeway defines a motor vehicle as a self-propelled vehicle designed for
operation upon a public roadway. A lawnmower’s use on a side street does
not, by itself, establish that it was designed for roadway operation. The
citation would also require evidence of the speed difference and vehicles
behind Mr. TheThumper65 that he failed to let pass. 8 R. Stat. § 211.003;
R.V.C. § 6.02.
6. Officer Smartabity1 took Mr. TheThumper65 into custody and confined him
temporarily in a Ridgeway County Sheriff’s Office holding cell in Sterling
Heights to issue the citation.
7. Mr. TheThumper65 alleges that this confinement was unnecessary and
lacked legal justification. Ridgeway’s false imprisonment statute applies
when a person, without legal authority or justification, restrains another
person’s movement. 7 R. Stat. § 121.003.
8. Military police have statewide police powers under 5 R. Stat. § 132.206.
Mr. TheThumper65’s claim therefore turns on the justification for this
custody and holding-cell confinement, including whether facts supported
the citation and whether any law authorized confinement to issue this civil
citation.
Prayer for Relief
Mr. TheThumper65 requests judgment against Officer Smartabity1 for:
1. Compensatory damages, in amounts proved, for injuries and lawnmower
damage caused by the patrol-car collision.
