That means you can dismiss on the insufficient process and insufficient service of process grounds without any analysis (because the burden is on plaintiff to prove sufficient service). There’s a circuit split as to failure to state a claim, with the majority holding that the court must analyze it even if unopposed since that burden is on the defendant. This whole non opposition just means the court has to decide the motion without the benefit of a brief opposing the motion.
