PLAINTIFF’S NOTICE OF FILING OF THE RIDGEWAY COUNTY FIRE
DEPARTMENT DEPARTMENT HANDBOOK
1. Plaintiff Halo4asin submits the complete Department Handbook of the Ridgeway County
Fire Department (“RCFD”), designated Exhibit S, in response to Defendant’s submission
that “the whole policy book ought to be there if this court is to interpret it.”
2. Plaintiff does not oppose that request and agrees the Court should have the entire
document before it. The Handbook is submitted in full so that Handbook Policy 605-3, on
which both parties rely, may be read in its complete context rather than in excerpt.
3. The Handbook is a publicly accessible document. It is published by RCFD in the publicly
accessible information channel of that department’s Discord server, and is available at the
following link:

4. The Handbook is maintained and published by RCFD, which is not a party to this action.
It was publicly available on and before June 20, 2026 - the date Defendant places on the
background investigation at issue; on July 7, 2026, when Defendant filed its Answer
pleading Handbook Policy 605-3 at Paragraph 19 and in its Fifth Affirmative Defense;

and at all times since. No discovery request, subpoena, or permission of any party was
required to obtain it.
5. For the Court’s convenience, the operative provision reads in relevant part:
“Administrative actions may not be appealed until after an interim of 1 month has passed
since the action was conducted. Personnel may submit an administrative appeal utilizing
a form that is placed in a publicly-accessible channel in the Ridgeway County Fire
Department Discord.
Administrative appeals on recorded warnings pertaining to activity do not require an
immediate appeal, but will be automatically retracted, provided that the affected
employee completes two activity cycles without another warning. As another option, an
employee can complete double the activity cycle to appeal an activity warning. Find the
activity quota in Policy 303.”
6. Plaintiff submits the Handbook in its entirety and takes no position limiting the Court’s
consideration of any portion of it.
7. Plaintiff certifies that the document identified above is a true and correct copy of the
Ridgeway County Fire Department Handbook as published by that department, and that
Plaintiff has made no alteration to it.
