Purpose
The following complaint documents an incident that occurred at the University of
Ridgeway Medical Center (URMC) involving the disruption of medical treatment of an
inmate patient by law enforcement. Evidence is provided below.

Policy
Witness #1 "As I was conducting my Coroner duties, I witnessed a vehicle arrive at URMC
with a cuffed inmate on the hood, the occupants of the vehicle stated he was shot and
needed medical treatment. URMC doctors and nurses took him inside to treat the man's
wounds while I requested a police officer to URMC to take him back into custody once the
doctors and nurses were done treating him, along with watching for safety reasons. As I
waited for LEO to arrive, a MCPD officer ran inside and intruded on the men, effectively
disrupting medical treatment for the inmate and not allowing the hospital staff to treat
the inmate. The MCPD officer then proceeded to cuff and grab the man, place him in the
back of a unmarked Altica, and drove away from the clinic."
Witness #2 "I was starting treatment on our patient. This consisted of starting an IV,
assessing vitals, and determining injuries. We were aware that this individual was an

escaped prisoner, which is why we had a nearby person call Law Enforcement to the ER. It
was our intention to continue treatment until stable, then the patient could be discharged
back into police custody. A couple minutes after the call was made, officer djnisnn came
into the Emergency Department room. Myself and Dr. Nayden were intending to continue
treatment for the patient's injuries before officer djnisnn placed the patient in cuffs and
removed him from the hospital before the patient could be properly treated and
stabilized."
