NOTICE OF APPEAL TO THE SUPREME COURT
Please take notice that Respondent Palmer Police Department hereby appeals to the
Ridgeway Supreme Court this Court’s Order (May 28, 2024; Doc 4) granting Plaintiff’s Motion
for Summary Judgment and denying Defendant’s Cross-Motion for Summary Judgment as to all
Counts of the Complaint. Appeal is taken pursuant to Rid. Sup. Ct. R. 11(1)(b) and § 3, Subsection
3.2 of the Administrative Procedure Act. 2 R. Stat. § 3305 (providing for direct appeal to the
Supreme Court of Ridgeway in administrative court proceedings). 1
The question presented is:
Whether multiple agencies that are entrusted with enforcing a single statute may adopt
individually tailored interpretations of its silent provisions.
