CRIMINAL INFORMATION
Comes forth the State of Ridgeway to seek justice and preserve the dignity of the state
and therein charge the defendant as follows;
COUNT ONE - 3 R.S.C. § 06 - INVOLUNTARY MANSLAUGHTER
OFFENSE TYPE - FELONY
On or about the 5th of March 2024, at the Rafael Mechanic Shop in Ridgeway County, which is
located in the State of Ridgeway, defendant mayflow9r committed the offense of involuntary
manslaughter by disregarding the life and safety of others and causing the death of a suspect
incapacitated by a conducted electrical weapon by shooting him multiple times while ignoring a
known or obvious risk.
COUNT TWO - 3 R.S.C. § 09 - EVASION
OFFENSE TYPE - MISDEMEANOR
On or about the 5th of March 2024, at the Rafael Mechanic Shop in Ridgeway County, which is
located in the State of Ridgeway, defendant mayflow9r committed the offense of evasion by
willfully fleeing from a peace officer(s) whilst they are attempting to perform their duties.
STATEMENT OF PROBABLE CAUSE
Your affiant, being duly sworn, depose and state that the facts supporting this
belief are as follows:
1. My name is UnKnownHoooman, I am currently a Supervisory Special
Agent within the Ridgeway State Police’s State Bureau of
Investigations. I have been employed with the State Police since April
24th, 2022. I am a certified peace officer by the Law Enforcement
Training Center.
2. This statement is made in support of a criminal complaint against
mayflow9r for violations of the aforementioned statutes
3. On 03/05/2024, Complainant Jepaloon was patrolling in their official
capacity as a Ranger of the Ridgeway Parks Service when they spotted
a tourist with a shotgun pointing it at a citizen. The tourist then shot the
citizen point blank leading to the citizen’s death. Immediately afterward,
the Ranger tased, cuffed, and neutralized the tourist. However after
detaining the tourist, the defendant, who was on a traffic stop with a
Trooper nearby, fired multiple shots at the tourist and killed them. The
defendant then started to run away from the scene before being tased
and detained by the Trooper.
4. On 03/06/2024, the Ridgeway State Police’s State Bureau of
Investigations was made aware of the actions of the defendant. As a
result, Supervisory Special Agent UnKnownHoooman was assigned to
investigate the incident.
5. To investigate further, the complainant, two witnesses, and the
defendant were contacted for questioning. In the interview with the
complainant, they explained that after the incident, they detained the
defendant in a cell at the Ridgeway County Sheriff’s Office Substation
while they discussed the complexity of the issue with their fellow
colleague, Senior Ranger Trapazt. Although the Senior Ranger
recommended the charge of Involuntary Manslaughter, the complainant
ultimately decided not to arrest the defendant and released them as
they believed a more detailed investigation was necessary before
charges could be brought. When asked about what they thought about
the defendant’s intentions, they believed the defendant had good
intentions and was trying to be a good samaritan, however, their actions
were reckless which lead to the unnecessary death of the suspect. In
addition, they also believe that the defendant attempted to flee from
peace officers and the scene after killing the suspect. A full transcript
of the interview with the complainant can be found in Exhibit C.
6. In the interview with Trooper Im_Thunderr, who was a witness to the
incident, they offered their perspective and beliefs. They explained that
they were pulling over the defendant because the defendant was
ramming into a transit officer before this incident occurred. After the
defendant shot and killed the suspect, the Trooper detained the
defendant and handed them over to the Complainant. Had this incident
not occurred, the Trooper stated that they likely would have arrested
the defendant for the crimes they committed prior to the incident. In
addition, as a peace officer and a first-hand witness to the incident,
they offered their opinions on it. They believed that the defendant had
malicious intent in the killing of the suspect and evaded from peace
officers when they attempted to apprehend them. A full transcript of

7. In the interview with tobo_ggan, a second witness to the incident, they
also offered their perspective. Their perspective can be found in Exhibit
B. They believed that the defendant defended the lives of others and
prevented the suspect from causing further harm. In addtion, they
stated that the Trooper had no probable cause to tase the defendant. A
full transcript of the interview can be found in Exhibit E.
8. In the interview with the defendant, the defendant stated that from
their perspective, even after the suspect was tased, the suspect was
still standing and posed an imminent threat to the public. Because they
believed that the defendant was still a threat, they opened fire and
killed the suspect. After the incident occured, they were detained by
the Trooper and given over to the complainant. According to the
defendant, the complainant then held them in detainment for
approximately twelve minutes as the complainant was questioning the
validity of the charges with a Senior Ranger. The complainant,
defendant, and Senior Ranger all discussed for another two minutes
before the detainment time ended and the defendant was released.
When asked why they started to run away from the scene after the
incident occurred, they explained that they were fearing for a full on
shootout to occur and was going to run there anyways whether or not
peace officers were chasing him. A full transcript of the interview can
be found in Exhibit F.
9. After a thorough investigation, your affiant concludes that the
defendant should be charged with Involuntary Manslaughter and
Evasion. Although Trooper Im_Thunderr believes the defendant had
malicious intent, there is not enough evidence to prove that. However,
there is enough evidence to prove that the defendant acted recklessly
and endangered the lives of others unnecessarily. While it is true that
the suspect posed a threat towards the public after murdering an
innocent bystander with a shotgun, it was quickly diffused by two
peace officers on the scene. No less than one second after the murder
of the innocent bystander, the suspect was immediately tased by the
complainant and was being placed into handcuffs. By the time the
defendant fired several rounds into the suspect, the suspect no longer
posed a threat to the wellbeing of others. Although the defendant
might have had good intentions and was trying to be a good samaritan,
their reckless behavior unnecessarily costed the life of another being
and endangered those around them.
10. In the matter of the charge of Evasion, the defendant claims that
whether or not they were being chased by peace officers, they were
running away from the scene because they were scared of a full
shootout occurring. In addition, they stated that they were running that
way because they could have used the other side of their vehicle as
cover. However, it is hard to believe that claim as only two non-peace
officers on scene had firearms; The suspect who murdered the innocent
bystander and the defendant. After killing the murderer, the defendant
was the only non-peace officer who had a firearm within the vicinity.
Therefore, if there are no other civilians within the area with a firearm, it
is hard to believe the claim that a full scale shootout was going to
occur. In addition, the defendant never goes to get cover behind their
vehicle. In the video in Exhibit A, the defendant runs past the SPS
delivery truck and runs away from the Trooper with a taser out for
approximately three seconds before being tased. A different
perspective of the incident can be found in Exhibit B.
