CRIMINAL INFORMATION
Comes forth the State of Ridgeway to seek justice and preserve the dignity of the state and
therein charge the Defendant as follows;
COUNT ONE - 3 R.C.C. § 09 - FIRST-DEGREE MURDER
OFFENSE TYPE - FELONY
On or about the 29th of February, 2024, in Sterling Heights, Ridgeway County, the Defendant
intentionally and knowingly caused the death of Jepaloon. Jepaloon was on duty as a Ridgeway County
Transit Authority tow operator. Jepaloon was on the Ridgeway County Transit Authority team as well as
wearing a reflective vest bearing the words “RCTA” and “TOW OPERATOR”. Jepaloon was murdered
while the Defendant was in the commission of kidnapping.
COUNT TWO - 3 R.C.C. § 12 - HOSTAGE TAKING
OFFENSE TYPE - FELONY
On or about the 29th of February, 2024, in Sterling Heights, Ridgeway County, the Defendant abducted
Jepaloon and kept him captive against his will. Jepaloon was struck by a black Actila, causing it to flip.
The Actila was driven by the Defendant, the only occupant at the time. The Defendant then deceived
Jepaloon by offering him a ride, only for him to drive to his personal residence at 3300 Majellan Way in
Sterling Heights. The Defendant demanded Jepaloon to get in his house, despite numerous pleas from
Jepaloon wishing not to. The Defendant proceeded to barricade Jepaloon in his residence.
COUNT THREE - 5 R.C.C. § 05 - UNLAWFUL DISCHARGE OF A FIREARM
OFFENSE TYPE - MISDEMEANOR
On or about the 29th of February, 2024, in Sterling Heights, Ridgeway County, the Defendant fired
numerous shots from a Stetson M2-A rifle. The Defendant was in a residential area. The Defendant was
not in possession of a permit to do so nor was he acting in self-defense.
COUNT FOUR - 5 R.C.C. § 08 - UNLAWFUL POSSESSION OF GOVERNMENT-ISSUED
EQUIPMENT
OFFENSE TYPE - FELONY
On or about the 29th of February, 2024, in Sterling Heights, Ridgeway County, the Defendant was in
possession of a Stetson M2-A rifle. The Defendant is not employed by any agencies that would lawfully
permit him to possess such a weapon.
STATEMENT OF PROBABLE CAUSE
On February 29, 2024, Jepaloon was on duty as a tow operator for the Ridgeway County
Transport Authority. Prior to the start of Exhibit A, tow operator Jepaloon was struck by a black Actila,
causing it to flip. The Actila was driven by Dataglitchs, the only occupant at the time. Dataglitchs
apologized for hitting the tow truck and offered tow operator Jepaloon a ride.
As seen in Exhibit A, the black Actila drove at high speeds towards the residence of Dataglitchs,
located at 3300 Majellan Way, Sterling Heights. Upon arrival at the residence, Dataglitchs called out for
Jepaloon to enter the residence while brandishing a Stetson M2-A rifle. Using a department-issued
Radio, Jepaloon was able to contact law enforcement and provide them with the location and
Dataglitchs’ demands. However, on-scene law enforcement’s attempt to secure Jepaloon was
unsuccessful. After Dataglitchs failed to receive his demand, Jepaloon was shot and killed in the
residence.
During a voluntary interview with Dataglitchs, seen in Exhibit C, it was discovered that the goal
of the hostage-taking was to receive $5.000 in cash.
At the time of the incident, Jepaloon was in a marked transit operator uniform, indicating that
Jepaloon was a civil department employee.
