FINDINGS OF FACT

1) On or around March 26th, 2024, North_Y (“accused”) was issued a citation by a Trooper
of the Ridgeway State Police for violation of R.V.C. § 7.07b - Speeding in Excess (15+).
2) During the time of the incident, the accused was accepted into the Ridgeway Park Service
as a Cadet and was assigned to the Ranger Academy to complete their training.
3) On or around March 28th, 2024, the Ridgeway Park Service Internal Affairs Unit
launched an investigation into the incident.
4) During the investigation, the accused, under testimony oath and Garrity warning, affirmed
that the citation they were issued on March 26th was factual and that they were going
over the posted speed limit.
5) On or around March 29th, 2024, Supervisory Park Ranger Gurra059 concluded the
investigation and recommended that the department issue an involuntary general
discharge for violations of the In-Game Standards Policy, General Standards Policy,
Cadet & Probationary Ranger Regulations Policy, and the Disciplinary Actions Policy.
6) The recommendation was approved by Assistant Superintendent ConstantlyVerbal and a
discharge search request was filed on the accused per department policy and search
agreements signed by the accused.
7) Supervisory Park Ranger Gurra059 contacted the accused about the discharge search and
the search was conducted.
8) During the discharge search, Supervisory Park Ranger Gurra059 found three cases of
police-issued 9mm ammunition, five cases of police-issued 5.56 ammunition, one case of
police-issued Shell ammunition, and two cases of police-issued cartridge packs in a light
gray Gridlock with the Ridgeway registration YOY706, which was owned by the accused.
9) Subsequently, Supervisory Park Ranger Gurra059 arrested the accused for violation of
R.C.C. § 5.08 - Unlawful Possession of Government-Issued Equipment.
10) The In-Game Standards Policy states, “Rangers shall abide by all laws and regulations
imposed by the State of Ridgeway while on-duty and while off-duty.” The accused was
issued a citation and was arrested while off-duty, therefore in violation of this policy.
11) The General Standards Policy states, “Rangers are required to abide by all state laws and
legislation imposed by the State of Ridgeway on and off-duty.” The accused was issued a
citation and was arrested while off-duty, therefore in violation of this policy.
12) The Cadet & Probationary Ranger Regulations Policy states, “All Cadets and
Probationary Rangers are subject to a zero-tolerance towards any violation of department
policies. Cadets or Probationary Rangers found to violate the Zero Tolerance Policy will
be subjected to termination from the department, regardless of the violation.” The
accused violated the In-Game Standards Policy and the General Standards Policy while
on a Zero-Tolerance Policy. As a result, the accused violated the Cadet & Probationary
Ranger Regulations Policy.

RECOMMENDATIONS
1) The impaneled officers recommend that North_Y is dishonorably discharged and
terminated from the Ridgeway Park Service.
