SUBJECT: Letter In Re O_Nani March 12, 2024
On February 12, 2024, O_Nani was employed into the Ridgeway Park Service after
passing the Park Service entrance application and was assigned to the Ranger Academy to
complete their training. During the course of their Academy, O_Nani did sign an
agreements form which includes a Sensitive Information Non-Disclosure Agreement,
General Non-Disclosure Agreement, and a Standard Search Agreement. The Standard
Search Agreement authorizes the department to be able to search O_Nani’s personal
property throughout the course of their employment. This is also affirmed by the
department’s Departmental Vehicle Search and Seizure Policy.
On February 21, 2024, O_Nani was informed by Training Unit Command that they
failed to meet the minimum required score to pass the examination. The required score is
85% and O_Nani scored 72%. Training Unit Command informed the Internal Affairs Unit
with a list of Cadets that failed the Ranger Academy Final Examination and they were
required to be searched before they received a discharge from the department.
Investigator II / Park Ranger II nugnoss made contact with O_Nani to schedule a time for
their search. O_Nani informed Park Ranger II nugnoss that they were not going to comply
with the search as they made the decision to leave the community completely.
Park Ranger II nugnoss later determined that O_Nani did leave the Ridgeway Park
Service Discord server and Roblox group without being authorized to do so. O_Nani was
never searched nor properly discharged by any Command member in the department as
required through department policy.

All Cadets and Probationary Rangers are to abide by a Zero-Tolerance Policy which
prohibits them from violating any policy or regulation or it would result in a dishonorable
discharge from the department. Through the actions of O_Nani, they violated numerous
department policies and directly violated this Zero-Tolerance Policy. No further contact has
been made or been successful between the department and O_Nani.
Per 2 R. Stat. § 3112, the Ridgeway Park Service files this letter alongside the
Administrative Hearing Report. The respondent the department brings before the
Administrative Court did desert their duties and has not responded or complied with efforts
to communicate with the department about their search and proper discharge procedure.
The Ridgeway Park Service requests that the punishment recommended by the impaneled
officers be granted.
