CRIMINAL INFORMATION
Comes forth the State of Ridgeway to seek justice and preserve the dignity of the state and
therein charge the defendant as follows;
COUNT ONE - 3 R.S.C. § 9 FIRST-DEGREE MURDER
OFFENSE TYPE - FELONY
The act of committing murder in the course of committing or attempting to commit kidnapping,
burglary, robbery, arson, obstruction or retaliation; or of committing murder of a peace officer
discharging a lawful and official duty, with the knowledge of the person being a peace officer; or of
committing murder with malice aforethought. On or about February 17, 2024, the Defendant caused the
death of RCTA employee Jepaloon who was discharging their lawful and official duty patrolling
Ridgeway County driving a marked RCTA Bus and wearing a marked RCTA uniform.
COUNT TWO - 5 R.S.C. § 5 UNLAWFUL DISCHARGE OF A FIREARM
OFFENSE TYPE - MISDEMEANOR
The act of discharging a firearm while within city limits / residential areas without legal means to do
such as a proper permit or for self defense. On or about February 17, 2024, the Defendant unlawfully
discharged their Salvo firearm within Palmer City Limits without legal means to do so without a proper
permit or while acting in self defense.
STATEMENT OF PROBABLE CAUSE
Your affiant, being duly sworn, depose and state that the facts supporting this belief are as
follows:
I have been employed within the Ridgeway State Police since August 2022. I’ve been a Law
Enforcement Officer in Ridgeway for over a year now. I’m currently a Sergeant within the Ridgeway
National Guard, Military Police Detachment. I am a former Ridgeway County Sheriff’s Office, Internal
Affairs Investigator. I was formerly employed in the Ridgeway Parks Service as a Full-Time Ranger. I
am a graduate from LETC Class 5, known and experienced Law Enforcement Officer.
This statement is made in support of a criminal complaint against MrLumetta for violations of the
aforementioned statutes.
On 02/17/2024, at approximately 8:52 PM Central Standard Time, complainant Jepaloon who was
on-duty as a transit operator was stopped at a redlight at the Palmer Car Dealership. He then witnessed
defendant MrLumetta running from Bloxmart as the complainant was still stopped at a redlight. Once
the defendant had gone close to the bus he had immediately brandished his firearm discharging it,
murdering the complainant with clear malice aforethought.
On the 19th of February, the Ridgeway State Police State Bureau of Investigations was made aware of
the actions of the defendant via the State Bureau of Investigations Tipline. As a result, the case was then
assigned to Special Agent Arvantise to investigate the incident.
A statement within the tipline attached from the complainant, Jepaloon, stated that on February 17th, at
8:52PM. Central Standard Time, he was on-duty as a transit operator that he was attempting to complete
his route as per his prescribed duties as a transit operator within the transit authority. While stopped at a
red light, he had seen the defendant approach the bus brandishing a salvo, discharging the firearm and
murdering him.
In addition to the statement provided by the complainant, he had also attached a video clip which is
Exhibit A. After your affiant had investigated and examined the video properly, here are the facts of the
case; Complainant Jepaloon was on-duty on the Transit Authority team conducting his county route, as
the complainant was stopped at a redlight, the defendant had decided to immediately take an opportunity
by murdering the complainant and stealing the bus.
Based on the evidence provided to your affiant, a final analysis was conducted by your affiant which
makes him believe that defendant MrLumetta committed First Degree Murder and Unlawful Discharge
of a Firearm.
