ADMINISTRATIVE CLAIM
dev_Typ, by and through undersigned counsel, hereby brings this administrative claim
against the Palmer Police Department and alleges as follows–
STATEMENT OF FACTS
1. On February 9, 2024, Petitioner dev_Typ (Dev) was on duty as a Senior Patrol Officer of
the Palmer Police Department when he went across the Palmer city limits line down the road on
Alderpoint Road, looking for a Cadet.
2. He was stopped by two State Police Troopers, and one of them asked where Officer Dev
was going. He said he was “giving someone a ride” (Ex. C).
3. After Officer Dev was reported to the Palmer Police Department, Internal Affairs
Division, Officer Dev was interviewed on February 10, 2024 by Patrol Officer Adam Ruzek, Jr.,
with Lieutenant Ahmad Kapalot and Sergeant smashpears present (Ex. B).
4. Officer Dev was asked if he recalled going out of jurisdiction on February 9, 2024, and
he responded that he “might” recall such, and stated that he was “looking for a recruit”.
5. Officer Dev wasn’t sure what stage of training the said recruit was on, and generally
wasn’t sure about the recruit, as he’s done many evaluations.
6. After the interview concluded, on February 12, 2024, Officer Dev received a recorded
warning for his alleged actions (Ex. A).
JURISDICTION AND VENUE
7. This Court has jurisdiction pursuant to Article V, Section IV of the Constitution of the
State of Ridgeway, and Title II, Section 3305, Ridgeway Statutes.
8. Venue is proper in this Court because the events described in this claim took place within
Ridgeway County.
PARTIES
9. Petitioner Dev_typ is an Officer of the Palmer Police Department.

10. Respondent Palmer Police Department (hereinafter “PPD” or the “Department”) is a
government agency subject to the Administrative Procedure Act.
ARGUMENT
11. Petitioner repeats and realleges the allegations contained in all preceding paragraphs as if
fully set forth herein.
12. The deviation of jurisdiction was to pick up a recruit, and not because the Officer just felt
like it as the recorded warning would suggest.
13. Officer Dev was going out to Sterling Heights to find his Recruit, Cadet
LushThomasb123 (hereinafter “Thomas”), who indicated to Officer Dev that he would be
physically present somewhere within the map in a few minutes.
14. After Cadet Thomas never responded thereafter, Officer Dev went to the shooting range
inside the firearms store in Sterling Heights, did some shooting practice, and went back to his
jurisdiction to do a different evaluation.
15. A recorded warning is unwarranted. He was not acting as a law enforcement in another
jurisdiction – he simply drove to Sterling Heights to try and find his recruit, and do some
shooting practice.
DEMAND FOR REMEDY
Wherefore, Petitioner prays that the Court reduce the recorded warning to a verbal
warning and award such other, further, or different relief as may be just and proper.
