CRIMINAL INFORMATION
Comes forth the State of Ridgeway to seek justice and preserve the dignity of the state and therein charge
the defendant as follows;
COUNT ONE - 3 R.C.C. § 09 - FIRST-DEGREE MURDER
OFFENSE TYPE - FELONY
On or about the date of 09/05/2023, Sheriff Deputy (clearly marked) Arthur_Chen was driving to
Sterling as a result of a request by RoyaltySyn (1S17, Radio), even going as far as pressing the panic
button to show urgency. When Arthur_Chen arrives on the scene, BluePercivel can be clearly seen
picking up Ammunition from a crime scene, prompting Arthur_Chen to deploy his Taser to make an
arrest. However, when Arthur_Chen makes such an arrest, Ev_ansx murders Arthur_Chen in the official
execution of his police duties as a peace officer. This is evident if you go to timestamp 1:19 of Ev_ansx
Criminal Evidence #1 (Click-able). Soon after Arthur_Chen was murdered by Ev_ansx, Deputy
RoyaltySyn arrives at the scene trying to arrest Ev_ansx who had gotten into the backseat of a Gray
vehicle, to which a Black vehicle can be seen rolling up, to which the owner was none other than
BluePercivel who, with the help of Ev_ansx and an unknown assailant, murdered RoyaltySyn in a 3v1
gunfight. See Timestamp 2:07 - 2:14 (Evid. 1 [above]) This count is specifically targeted towards all
defendants collectively named herein.

COUNT TWO - 4 R.C.C. § 09 - EVIDENCE THEFT
OFFENSE TYPE - MISDEMEANOR
On or about the date of 09/05/2023, Arthur_Chen (hereinafter referred to as “Complainant”) responded
to an urgent alert by RoyaltySyn. When the complainant arrived on scene, BluePercivel can be clearly
seen picking up ammunition from a crime scene, which prompted a Taser deployment. Shortly after the
complainant’s violent death, BluePercivel instructed Ev_ansx to “kill him” in order to “pick it up” (“it”
referring to the ammo in his inventory), which Ev_ansx promptly obliged. This count is targeted towards
all defendants collectively named herein.
COUNT THREE - 5 R.C.C. § 05 - UNLAWFUL DISCHARGE OF A FIREARM
OFFENSE TYPE - MISDEMEANOR
On or about the date of 09/05/2023, when the complainant tased BluePercivel for picking up
ammunition, Ev_ansx illegally discharged his firearm at the complainant, killing him. Soon thereafter,
when RoyaltySyn arrived on scene, the arrest of Ev_ansx was taking place until Ev_ansx got out of the
car and started firing. Then, BluePercivel and an unknown assailant also started to discharge their
firearms illegally. This count is specifically targeted towards all defendants collectively named herein.
COUNT FOUR - 5 R.C.C. § 01 - UNLAWFUL POSS. OF A DEADLY WEAPON
OFFENSE TYPE - MISDEMEANOR
On or about the date of 09/05/2023, when the complainant tased BluePercivel for picking up
ammunition, Ev_ansx illegally discharged his firearm at the complainant, killing him. Soon thereafter,
when RoyaltySyn arrived on scene, the arrest of Ev_ansx was taking place until Ev_ansx got out of the
car and started firing. Then, BluePercivel and an unknown assailant also started to discharge their
firearms illegally. During the course of this criminal conduct, it has been determined by the probable
cause affidavit that BluePercivel did not hold a License to carry his firearm, making the possession also
illegal under Sec. 4.1 of the State Firearms Act. This count is specifically targeted towards BluePercivel
STATEMENT OF PROBABLE CAUSE
As depicted in Exhibit A, the video of the incident, defendant Ev_ansx shot and killed
complainant Arthur_Chen with a Barrage shotgun while the Deputy was in the process of arresting
BluePercivel. Deputy Arthur_Chen was a clearly marked law enforcement officer conducting their
lawful duties. Ev_ansx then shot and killed BluePercivel who was in cuffs at the time in order to prevent
him from being arrested. Exhibit A clearly depicts a conversation between the two individuals where
BluePercivel instructed Ev_ansx to kill him, which he shortly complies with. Ev_ansx further admitted
that this killing was intentional in a voluntary interview (Exhibit B), where he stated “well my friend
was gonna get arrested and i did what anygood [sic] friend would do / and shoot the cop / and him”.
Defendant Ev_ansx further proceeds to pick up items such as ammunition dropped after the death of
Arthur_Chen and BluePercivel, despite the area still being an active crime scene. Shortly after this,
Deputy RoyaltySyn responded to the scene, and Ev_ansx immediately began shooting at the clearly
marked deputy who was conducting their lawful duty. After BluePercivel returned to the scene and
joined in the shooting, both Ev_ansx and BluePercivel shot and killed Deputy RoyaltySyn. Throughout
this scene, Ev_ansx repeatedly discharged his firearm within Sterling city limits without any legal reason
to do so.
At the beginning of Exhibit A, BluePercivel is put into cuffs by Deputy Arthur_Chen. Defendant
BluePercivel was clearly in possession of a micro and was picking up ammunition off of the ground. It
can be determined that this area was an active crime scene due to radio communications in Exhibit A
depicting Deputy RoyaltySyn pressing their panic button in the area, followed by the death of the deputy
and multiple other individuals. This is further confirmed in his voluntary interview, where RoyaltySyn
stated that “i was just driving through sterling i believe and the shooter got out and started shooting at
me … i was killed.” BluePercivel was not in possession of an Automatic Firearms License and did not
hold any other position that would make possession of a micro legal, and therefore his possession of the
weapon was illegal. After being killed by Ev_ansx to prevent from being arrested, BluePercivel returned
to the scene with another illegally possessed micro and joined Ev_ansx in shooting and killing Deputy
RoyaltySyn. Defendant BluePercivel then picked up more ammunition dropped by RoyaltySyn, once
again unlawfully taking evidence from an active crime scene. Throughout this scene, BluePercivel
repeatedly discharged his firearm within Sterling city limits without any legal reason to do so.
I swear that all statements made in this statement of probable cause are true and correct to the
best of my knowledge under the pains and penalties of perjury.
