IN THE MATTER OF AN APPLICATION
UNDER SECTION 1.3 OF THE ADMINISTRATIVE PROCEDURE ACT
I. Introduction
[1] Chief Ranger xXBoomblast339Xx applied for an administrative hearing under s.
1.3 of the Administrative Procedure Act on February 26th, 2023.
[2] The application named W_15K, an employee of the Ridgeway Parks Service as
the respondent.
[3] The application sought to dishonourably discharge W_15K for two major
violations of departmental policy, with him having violated the General Standards
Policy and In Game standards policy.
[4] All factual allegations are assumed as true, having gone uncontested by the
respondent, and are reproduced in Part II.
II. Findings of Fact
[5] On January 31st, 2023, it was reported to the Ridgeway Park Service Internal
Affairs Unit that Park Ranger W_15K had been arrested for First Degree Murder and
Attempted Murder.
[6] On January 31st, 2023, Park Ranger W_15K was subsequently placed on
Administrative Leave and an investigation was launched.
[7] On January 31st, 2023, Park Ranger Syneths began the investigation and sustained
the summary disposition of the investigation.

On January 31st, 2023, Park Ranger Syneths completed the investigation and
sustained the following violations on the Final Disposition:
[a] Violation of Handbook “General Standards Policy”
[b] Violation of Handbook “In-Game Standards Policy”
[9] It was recommended by the Internal Affairs Unit that Park Ranger W_15K be
dishonourably discharged from the Ridgeway Park Service.
[10] The recommendation was approved by Superintendent robloxwolf123 and an
Administrative Hearing Report was filed.
III. Findings of Law and Policy
[11] It is a violation of the Ridgeway Parks Service’s general standards policy for a
member of the department to engage in illegal activities while as a member of the
Ridgeway Parks Service. Through the actions of the respondent, they had actively
violated this by committing illicit activities and receiving a criminal record for their
actions.
[12] Through acting in an illicit manner, causing widespread danger to many residents
of Ridgeway County, W_15K misrepresented the ideals of the Ridgeway County
Parks Service and as a result of this fact violated the in-game conduct policy.
[13] Respondent W_15K is subject to the Ridgeway Parks Service Handbook.
[14] I find that the acts of violently going rouge as an on duty peace officer were done
illegally and with ill intent.
IV. Recommendations
[15] The applicant recommends termination of the respondent’s employment in the
Ridgeway Parks Service in the nature of a dishonourable discharge.
[16] The applicant is entitled to take any action up to and including a dishonourable
discharge.
