charge the defendant;
COUNT ONE - § 3.09 FIRST DEGREE MURDER
OFFENSE TYPE - FELONY
MAX SENTENCE - 35 MINUTES
On November 20th, 2022, in the city of Palmer of Ridgeway County, the defendant after being
discovered by law enforcement, stood up and proceeded to fire on Palmer Police officer
KeenPack, who at the time was a uniformed peace officer, without legal justification, resulting in
the officer's death while the officer was performing/executing a lawful duty, which at the time
was the investigation of the ATM robbery.
COUNT TWO - § 3.09 FIRST DEGREE MURDER
OFFENSE TYPE - FELONY
MAX SENTENCE - 35 MINUTES
On November 20th, 2022, in the city of Palmer, Ridgeway County, the defendant after being
discovered by law enforcement, stood up and proceeded to fire on opens fire on Ridgeway State
Police Trooper ShaunMFitzalan, who at the time was a peace officer, without legal justification,
resulting in the trooper's death while the trooper was performing/executing a lawful duty, which
at the time was the investigation of the ATM robbery.
COUNT THREE - § 4.09 EVIDENCE THEFT
OFFENSE TYPE - MISDEMEANOR

On November 20th, 2022, in the city of Palmer, Ridgeway County, after killing multiple officers,
the defendant picked up multiple boxes of police-issued ammunition from the trooper and
officers’ bodies while the scene was considered a crime scene as a result of the murders.
COUNT FOUR - § 5.08 UNLAWFUL POSSESSION OF POLICE-GRADE EQUIPMENT
OFFENSE TYPE - FELONY
MAX SENTENCE - 20 MINUTES
On November 20th, 2022, in the city of Palmer, Ridgeway County, the defendant picked up
multiple boxes of police-issued ammunition from an active crime scene, which subsequently led
the defendant to be in possession of police-grade equipment, as a civilian.
STATEMENT OF PROBABLE CAUSE
I am Acting Detective Lieutenant Maxthatzombie with the Palmer Police Department’s Special
Investigations Unit. I am a graduate of Class 1 of the Law Enforcement Training Center and have been
employed within the Palmer Police Department as well as the Ridgeway State Police, spending time in
numerous roles. Furthermore, I have spent time instructing for the Law Enforcement Training Center -
responsible for training future peace officers of the state.
I have been employed with the Special Investigations Unit for a while now, and have investigated
numerous criminal cases. I have extensive knowledge of law enforcement investigations and a
reasonable understanding of criminal law and legal procedures. Supported by this extensive knowledge,
I have probable cause to believe the following:
On November 20th 2022, Trooper ShaunMFitzalan contacted the Department of Justice with a
criminal tip that displayed a video of the defendant at Palmer Car Dealership whilst the officers
were attending an ATM robbery scene. The officers arrived on scene and entered the building,
from which the defendant opened fire, initially killing Patrol. Officer Tactical_Joe whilst using a
Micro. The video recording then begins, where the suspect is then seen running away from the
officers to retreat behind cover (A display Madrigal in the PCD showroom) however in the
process, discharges his firearm, fatally wounding Officer KeenPack of the Palmer Police
Department. After this, the defendant is then observed rotating around the display vehicle, where
he re-emerges at the front driver's side of the vehicle and proceeds to re-engage the remaining
trooper (the complainant). A short gunfight ensues between the trooper and the defendant, and
the defendant manages to kill the remaining trooper. The defendant then, once again, proceeds to
rotate around the display vehicle, whilst reloading, where he returns to Officer KeenPack's body.
The defendant then proceeds to pick up numerous boxes of police-grade ammunition dropped by
the dead peace officers.
