Ridgeway Park Service Office of Service Operations Commander Park Service Headquarters TO: Judge Eagleeye785, RIDGEWAY SUPERIOR COURT FROM: Chief Ranger ConstantlyVerbal, RIDGEWAY PARK SERVICE SUBJECT: Brief for Administrative Hearing Case (RSC-AH-737) On August 11th, 2022, the Ridgeway Park Service’s Internal Affairs Unit received a complaint from a member of the Field Operations Command in-regards to Ranger Caraycobilla’s disciplinary history and inactivity within the department. The Internal Affairs Unit subsequently launched an investigation due to the violations of the Disciplinary Actions & Activity policies. The investigation concluded on August 28th, 2022, where the investigator assigned to the case found Ranger Caraycobilla in violation of the policies and requested an involuntary general discharge on the ranger as a result. The report and punishment were approved by Service Operations Command and a search request was entered to seize any Park Service equipment that may have been in possession by the ranger. The Internal Affairs Unit was unable to get Ranger Caraycobilla to schedule a time and date when they could turn-in their department-issued equipment and promptly ignored investigators still the time of this letter. The investigator further requested a Dishonorable Discharge for Ranger Caraycobilla due to them failing to respond to an IA investigator and turn in their equipment, violating the Departmental Vehicle Search & Seizure Policy. The Ridgeway Park Service’s Department Vehicle Search & Seizure policy was created with interest in collecting any department-issued equipment located inside personal property of the Park Service’s employees. By signing a contractual agreement with the Ridgeway Park Service or being employed within the department, all employees agree to the stipulations within this policy. Within the same agreement and policy, employees agree that violating the agreement or policy is punishable by termination and dishonorable discharge from the Ridgeway Park Service. As a result, Ranger Caraycobilla violated the Department Vehicle Search & Seizure policy by failing to acknowledge the search request by Internal Affairs. The Ridgeway Park Service now files this brief for waiver of hearing under the Employee Desertion Act.
