The court issued leave to Rid. R. Crim. P. 5(a) due to the lack of qualified, neutral attorneys to serve on a
Grand Jury due to the relative inactivity of the government. The court substituted an alternative pool of
individuals consisting of public employees made up of several government department rosters. This master
roster can be provided upon request of the parties. If the court failed to grant leave to this rule, then a Grand
Jury would not have been able to be impaneled.
SO ORDERED, ADJUDGED AND DECREED.
