CHARGE OF THE GRAND JURY
GIVEN 12/4/2022
Your job on the grand jury is to investigate crimes and determine if probable cause exists for a crime.
The entirely of your work is casework, and it involves extremely sensitive subjects and topics so being
able to keep your mouth shut is a requirement. Under the Ridgeway Constitution, public officials must
be indicted by a grand jury before they can be tried for a crime. This means you have the job of
scrutinizing and approving any charges the government wishes to bring. Ill talk more about that in a
moment.
As the grand jury, you have large amounts of power. You can issue an indictment which basically
means the government will formally charge and try someone, you can issue search warrants on your
own accord, and you can give out grand jury subpoenas and compel the testimony of anyone in the
State.
To indict, 4 grand jurors must vote to indict for each individual charge.
To subpoena or issue a search warrant, 3 grand jurors must vote to issue.
Your power is subject to very little legal limits so please use it responsibly.
There are two ways a case is developed through a grand jury.
The first way is by proposal of a grand juror. They may bring to the attention any crime or criminal
activity of which they think the grand jury ought to investigate. E.g. dealing activity / corruption.
The second way is for the government to provide you a proposed indictment and a set of evidence. If
you do not believe they have enough evidence you can subpoena witness testimony, or ask for search
warrants.
To indict for a charge, you must have probable cause to believe that the offense was committed.
Meaning you must have probable cause that each element of the offense is satisfied. Probable cause is a
"a prudent person in believing that a suspect had committed or was committing an offense." You may
consider affirmative defenses such as self-defense, excuse, or justification when determining if
someone committed an offense.
You are the State's first line of defense against arbitrary prosecution. Please understand that and act
accordingly.
With that out of the way, the charge of the grand jury is issued and I certify that the dec 2022 grand jury
is impaneled.

Like me, and a few other officers, a lot of us started to carry the bean bag more often. Jemma,
in the first clip had it and when I see her on Patrol she usually has it. I believe she got
accustom to the non-lethal weapon that she wanted to kinda just do the randomly shoot the
bean bag at someone for the funny, but I believe she may of forgotten she had a M2A, which is
a lethal weapon. She most likely intended to use the non lethal on Mr. Pirate for "funny's" but
may of forgotten she had the M2A on her at the time.
