COUNT ONE - 5 R.C.C. § 05 - UNLAWFUL DISCHARGE OF A FIREARM
OFFENSE TYPE - MISDEMEANOR
MAX SENTENCE - 20 MINUTES
Count one of Unlawful Discharge of a Firearm is appropriate as the defendant fired his Salvo revolver
into a crowd of Law Enforcement Officers, Government Officials, and civilians without cause or in a
fact of self-defense. This action also took place within Palmer City Limits.
COUNT TWO - 3 R.C.C. § 09 - FIRST-DEGREE MURDER
OFFENSE TYPE - FELONY
MAX SENTENCE - 35 MINUTES
Count two of First-Degree Murder is appropriate as the defendant opened fire upon Deputy
Nice_guy1234567891 of the Ridgeway County Sheriff’s Office, ultimately killing him.
STATEMENT OF PROBABLE CAUSE
My name is Detective mos40 with the Palmer Police Department’s Special Investigations Unit. I am a
graduate of Class 8 of the Law Enforcement Training Center and have been employed within the Palmer
Police Department for the past 6 months, with the last two of those months being spent in the Special
Investigations Unit.
As a law enforcement officer and Bar certified attorney, I have extensive knowledge of law enforcement
investigations and a superior understanding of criminal law and legal procedure. Supported by this
extensive knowledge, I have probable cause to believe the following:
On the 14th of July, 2022, a case was filed to the Department of Justice against the defendant,
TommySalvaje. The complainant, along with a statement, provided clear and sufficiently backed
evidence, which can be found under “Exhibit A” of the Appendix of Evidence. Upon review of
the aforementioned evidence, the complainant’s description of the events that unfolded perfectly
matches the recording. The defendant can first be seen approaching a crowd gathered outside of
the Palmer Police Department’s station while in a gray lancaster. Inside of this crowd was the
Governor, MedinaLUV, alongside multiple law enforcement officers carrying out protection
duties and multiple civilians interacting with each other. The defendant eventually stops his
Lancaster on the side of the road, right past the crowd. The defendant then suddenly pulls out a
Salvo revolver and fires 4 shots in the direction of Deputy Nice_guy1234567891 of the
Ridgeway County Sheriff’s Office, ultimately striking and killing him. After reloading, the
defendant returned to his vehicle and continued driving down the road while being fired at by
multiple law enforcement officers and armed civilians. The defendant managed to flee the scene
without being killed or detained by law enforcement.
Title 3 - Section 9 (§ 3.09) of the Ridgeway Criminal Code defines First-Degree Murder as “the
act of committing murder in the course of committing or attempting to commit kidnapping,
burglary, robbery, arson, obstruction or retaliation; or of committing murder of a peace officer
discharging a lawful and official duty, with the knowledge of the person being a peace officer; or
of committing murder with malice aforethought.”
The actions carried out by the defendant fall under the “murder of a peace officer discharging a
lawful and official duty, with the knowledge of the person being a peace officer” qualification of
First-Degree Murder that is outlined by 3 R.C.C. § 09.
Title 5 - Section 5 (§ 5.05) of the Ridgeway Criminal Code defines Unlawful Discharge of a
Firearm as “the act of discharging a firearm while within city limits / residential areas without
legal means to do such as a proper permit or for self defense.”
In addition to First Dergree Murder, the actions carried out by the defendant fall under the
“within city limits” and “without legal means to do such” qualifications of Unlawful Discharge
of a Firearm that are outlined by 5 R.C.C. § 05.
