STATE RESPONDENT’S AFFIDAVIT
AND CERTIFICATION AS TO CASE
NO. RSC-CV-513.
I, Rainy_54 , do solemnly swear and affirm the following as true to the best of my
knowledge:
My name is Rainy_54, I’m currently employed in the State Bureau of Investigation as the
Assistant Special Agent-in-Charge. I’ve been employed in the State Bureau of Investigation for
about 4 months now. I’ve been employed with the Ridgeway State Police for a year now, as I
joined in June 2021. I’ve been in the investigative field for a couple of months now. I was
formerly employed in the Palmer Police Department’s Internal Affairs. I’m a LETC Class 3
graduate and I’m certified to be a Peace Officer in this state. I was an arresting an officer in the
above entitled matter.
The State Bureau of Investigations conducted surveillance on kaikjs for weeks because
the State Bureau of Investigations were alerted to the defendant dealing PGE in dumpsters and
were dealt to civilians. The State Bureau of Investigations would follow the defendant and
conduct surveillance on him and see what they were doing and see if they could catch him
dealing PGE and putting them into various dumpsters around the county. But, the defendant was
pretty careful about putting his PGE into dumpsters, as the defendant would become more and
more precautious about his dealings.
On June 22nd, the State Bureau of Investigations would have a Special Agent witness the
defendant put PGE into dumpsters. The defendant was also videotaped by our informant of the
same dealing of PGE go down at SPS. The video shows the defendant putting a whole loadout
into one of the dumpsters at SPS. After the defendant had dealt his whole police loadout, the
defendant would leave the server and return later that night.
The Attorney General would then write an order to put the defendant on administrative
leave indefinitely. The defendant would then get off team by IA for tool collection or something.
Then the State Bureau of Investigations made their move. Former Assistant Special
Agent-in-Charge would cuff the defendant and ultimately arrest the defendant. The Former
Assistant Special Agent-in-Charge would arrest the defendant for the charge of “Unlawful
Distribution of Police-Grade Equipment.” The arresting officer would arrest the defendant for
this because of the previous dealing he was associated with at SPS.
On June 22nd, I was present for the arrest of the defendant and I was in contact with the
former AG and seeing if that it was a viable choice to go ahead and arrest the defendant. The
former Assistant Special Agent-in-Charge went through with the arrest and ending the dealing
case for the defendant.
