charge the defendant;
COUNT ONE - 3 S.C.C § 08 - ATTEMPTED MURDER
OFFENSE TYPE - FELONY
MAX SENTENCE - 25 MINUTES
In the evidence that is provided with this complaint, it’s seen that the Defendant in question can be seen
striking an innocent civilian that was buying a car. The suspect struck the complainant twice and it
resulted in the complainant being injured and being taken down to about 70 or 80 health. The defendant
would’ve continued to try and hit the individual until they were dead. But, when the complainant took
out his service weapon the suspect ran away.
COUNT ONE - 3 S.C.C § 02c - AGGRAVATED ASSAULT CLASS II
OFFENSE TYPE - FELONY

In the evidence that has been provided in the tip, the Defendant can be seen hitting the off-duty Deputy
of the Ridgeway County Sheriff’s Office twice resulting in damage. In the S.C.C it states “The act of
committing assault and uses or exhibits a deadly weapon in the commission against a public official,
police officer, emergency worker, witness, or informant. The off-duty Deputy is in the group under
“police officer.” The Defendant displayed a deadly weapon in the confrontation of the complainant.
COUNT ONE - 4 S.C.C § 07 - VANDALISM
OFFENSE TYPE - MISDEMEANOR
MAX SENTENCE - 10 MINUTES
In the evidence that is provided with this complaint, it’s seen that the Defendant in question can be seen
striking an innocent civilian that was buying a car. But, when the Deputy equips and reloads his service
weapon, the Defendant can be seen backing up. Then seconds later, the Defendant strikes one of Palmer
Car Dealership’s window with the axe that he attacked the complainant with and then runs out to
presumably his car, and escape the scene.
STATEMENT OF PROBABLE CAUSE
My name is Rainy_54, I’m currently employed in the State Bureau of Investigation as a Special Agent.
I’ve been employed in the State Bureau of Investigation for about 2 months now. I’ve been employed with the
Ridgeway State Police for almost a year now, as I joined in June 2021. I’ve been in the investigative field for a
couple of months now. I was formerly employed in the Palmer Police Department’s Internal Affairs. I’m a LETC
Class 3 graduate and I’m certified to be a Peace Officer in this state. I have the probable cause to believe in the
following:
On the 20th of April, the State Bureau of Investigations received a tip from their tipline. The tip showed
the defendant in Exhibit A, Francois_Wissmann, striking an off-duty member of the Sheriff’s Office. The proof
shows the complainant buying a car at Palmer Car Dealership and a couple of seconds later, the Defendant
walks in with an axe on their back. In the clip, it’s seen that the Defendant goes to the car spawner and is
presumed to be spawning in a car, as a car pops up in the back of the shot. Seconds later the suspect unleashes
his attack against the complainant. The defendant strikes the complainant twice and as a result of this, the
complainant runs away and equips and reloads his service weapon. When the Defendant sees this, the
Defendant backs up and realizes the danger that faces him. The off-duty deputy doesn’t shoot a single shot of his
weapon and goes toward the threat, but the Defendant strikes one of PCD’s windows and climbs out of the
broken window. The Defendant is presumed to have driven off and left the game after the incident had occurred.
On the 27th of April, I contacted the complainant about the situation and I got a few answers out of him.
The first thing I asked was to run down the situation again and tell me if they had a confrontation before this
situation unfolded. The complainant told me that they had no prior conversation with this said individual, so I
have reason to believe that this was a random attack on the public. The complainant said that he had an idea of
why the Defendant was trying to kill him and that reasoning was “he wanted a free kill.” So, this was a random
attack on the public. After asking the complainant about this, I asked if they had any other future incidents and
the complainant stated that he got in his car and drove off and then shortly left after that.
