Defendant TomDonovanSmith received a request from the District Attorney siteowner and
Deputy District Attorney conjman to hand over a group-chat that possessed evidence, which
the District Attorney siteowner was present in before but then removed from by defendant
TomDonovanSmith, the defendant TomDonovanSmith had denied the existence of the
group-chat and decided to withhold the evidence and caused hindrance an investigation.
COUNT TWO - 6 R.C.C. § 02 - CONSPIRACY TO COMMIT A CRIME

STATEMENT OF PROBABLE CAUSE
On July 4th, 2021 numerous reports were given to the State Investigations Office of mass
shootings and members of the Ridgeway Park Service trying to host a Free-For-All with the
Palmer Police Department, under the guise that Developer Oversight had approved the so called
“event”. Members of the State Investigations Office DevGralius, worriedchris2001, gd_steel,
BetaAquaDev, and ForeheadTrigger were alerted to conduct an investigation into the situation.
Defendant TomDonovanSmith had decided to create a group-chat between himself, Ridgeway
Parks Service Superintendent, Palmer Police Department Chief, Ridgeway County Sheriff's
Office Sheriff, and the District Attorney. In which they began to have a collaboration to host an
event for the independence day, this included a Free-For-All in which false information was
spread to the department heads. Defendant TomDonovanSmith had made a comment in the
group-chat “Developer oversight is planning an FFA event and fireworks for the 1 year celeb” as
well as “DO is declaring a full server FFA event Im p sure, All laws exempt, Im talking to David
about it now”. These comments can be found within Exhibit A in the screenshot. A discussion
between Developer Oversight DevGralius and defendant TomDonovanSmith which explicitly
explained a timeline which would be appropriate for the Free-For-All. In which defendant
TomDonovanSmith had suggested 7:00 PM Eastern Standard Time of July 4th, 2021,
subsequently Developer Oversight DevGralius had suggested it to be earlier due to individuals
actually celebrating the event in real life. The discussion between the two (2) can be found
within Exhibit B in the screenshot.
It is also shown that defendant TomDonovanSmith had made a comment within the
group-chat to have the department heads announce the Free-For-All with a specific day and time
in which he made the comment “Ill have a plan drawn up for the event yall just need to announce
and prepare, July 4th, 1-2PM, EST”. These comments can be found within Exhibit C in the
screenshot. Although it seems that defendant TomDonovanSmith was in theory preparing to host
a Free-For-All against the departments, the veracity of the facts unfold as each department head
that was in the group-chat was misled due to defendant TomDonovanSmith’s actions, it can be
seen in Exhibit D within a screenshot that Sheriff ShadowCulture and Superintendent
YomotsuMikoto had believed this event was legitimate as they discussed which department

would versus which. It can appear the day before the event that Superintendent YomotsuMikoto
and defendant TomDonovanSmith agreed together that they would participate in the
independence day event together sometime in the future. Superintendent YomotsuMikoto had
stated “im merking u first chance and then occupying your home unless you sit in parks team” in
which defendant TomDonovanSmith replied “im going on RCSO team tf” this can be found
within Exhibit E in the screenshot. The members of the Ridgeway Moderation Team decided to
contact the Developer Oversight members in which every single one had denied the approval of
the independence day event. It was only evident that Developer Oversight member DevGralius
had been exchanging ideas and estimated timelines in which the possible event could occur; it
was never approved nor announced that the event was official.
Throughout the independence event the Ridgeway Parks Service had loaded themselves
into their pickup trucks and headed towards Palmer Headquarters. It was then after the Parks
Service Rangers had seen them holding the Palmer Headquarters and had multiple Parks Service
Rangers unlawfully discharging their weapons of a portrait of the Chief of Police
LewisMedvedeva. Which can be seen at 1:03 seconds of Exhibit F as well as at 2:00 and once
again at 2:39 seconds of Exhibit F. The Parks Service Ranger RainImperial had also decided to
taze a Palmer Police Officer sayad4 at 3:27 seconds of Exhibit F, Palmer Police Department
Officer sayad4 then escapes down the hall and is at 3:43 seconds of Exhibit F tazed again by
Parks Service Ranger Demolizers and then again escapes to the Palmer Armory. While
attempting to dispense a weapon and ammo, Parks Service Ranger tr_ulyurdev commited First
Degree Murder of Palmer Police Department Officer on sayad4 at 3:53 seconds of Exhibit F.
Defendant TomDonovanSmith, through his direct action of the group-chat, instigated the event
that directly caused the death of sayad4. Moments later at 4:16 seconds of Exhibit F, Parks
Service Ranger tr_ulyurdev commited First Degree Murder against Palmer Police Department
Officer Honoripedia and ab_bae while they are still in the Palmer Lockerroom. Defendant
TomDonovanSmith, through his direct action of the group-chat, instigated the event that directly
caused the deaths of ab_bae and Honoripedia.

In the Palmer Police Department Armory, it is suspected it was other Parks Service
Rangers who got Palmer Police Department Officer sayad4 down in health, and once he got into
the Palmer Lockerroom, he was finished being murdered by Parks Service Ranger tr_ulyurdev,
and so was Palmer Police Department Officer iCitruzx who was rushing the room from the
Armory, and then Parks Service Ranger tr_ulyurdev murdered Palmer Police Department Officer
Jeff23585 before he even finished spawning. Defendant TomDonovanSmith, through his direct
action of the group-chat, instigated the event that directly caused the death of Jeff23585. After
this, he went into the hallway and was shot by a Palmer Officer iCtiruzx, in addition to Parks
Service Rangers Reindeexrr and Arvantise, and at 4:48 seconds of Exhibit F Ranger
RainImperial committed First Degree Murder against Palmer Officer iCitruzx. After this, he
went into the hallway and was shot by a Palmer Police Department Officer iCtiruzx, in addition
to Parks Service Rangers Reindeexrr and Arvantise, and at 4:48 seconds of Exhibit F Parks
Service Ranger RainImperial committed First Degree Murder against Palmer Officer iCitruzx.
Defendant TomDonovanSmith, through his direct action of the group-chat, instigated the event
that directly caused the deaths of iCitruzx, Jeff23585, and sayad4. During the altercation, Parks
Service RainImperial commited First Degree Murder against a Palmer Police Department
Honoripedia as he decided to rush into the front entrance of the Palmer Police Department
building which can be found within Exhibit G. Parks Service Ranger RainImperial had made his
way down the hallway in which he had committed First Degree Murder on sayad4, this can be
found within Exhibit H. Defendant TomDonovanSmith, through his direct action of the
group-chat, instigated the event that directly caused the deaths of Honoripedia and sayad4.
A civilian walking past the street had also witnessed an altercation between Parks Service
Superintendent and Palmer Police Department Officer ab_bae, it was said from the Parks Service
Superintendent “PC1 shoot the PPD officers” which then the Parks Service Superintendent
committed First Degree Murder on Palmer Police Department Officer ab_bae which can be
found at 0:08 seconds of Exhibit I.

When contacted by Deputy District Attorney Conjman and County Executive Matrix_oc
regarding the group-chat, Defendant TomDonovanSmith was directed by Conjman to remove all
individuals but District Attorney Siteowner to ensure the preservation of evidence. Defendant
TomDonovanSmith then removed all individuals, including Siteowner. After Conjman and
Siteowner learned of this, they immediately contacted Defendant TomDonovanSmith asking that
they be re-added to the group-chat. Defendant TomDonovanSmith then refused to comply,
stating that he would only add them if he was offered full immunity on paper and that there was
“no proof the group-chat even existed.” Conjman and Siteowner (here in the DA’s office)
informed him that he would not be offered said immunity, but that they would ensure that, as he
complied, he would be much better off. The DA’s office then told him that he would have
obstruction of justice charges pressed if he didn’t comply. Defendant TomDonovanSmith
continued to not comply until hours later, where when contacted by FederalEnforcement, he
handed over the group-chat to be recorded and placed as evidence.
