Plaintiff Halo4asin respectfully submits the following exhibits in support of the Amended Civil
Complaint for Declaratory and Injunctive Relief and Damages. Each exhibit is a true and correct

captures). Reflects Plaintiff’s entries: LETC CERT - “Yes”; PRIMARY SCREENING -
“Passed”; APPLICATION - “Passed”; FINAL SCREENING - “Failed”; OUTCOME - “Failed.”
Exhibit B. 4 R. Stat. § 122.402 (Basis for Background Investigation), as published in the 2026
Ridgeway Code of Statutes, with subsection (f) highlighted. Establishes the closed list of
permissible background-investigation criteria.
Exhibit C. Ridgeway County Fire Department Personnel Information Roster - Plaintiff’s entry
(two captures). Reflects Plaintiff’s discipline record as “Clean Record,” with the sole remaining
activity warning inactive and marked appealed.
Exhibit D. Statement of the Superintendent of the Parks Service (June 25, 2026). Confirms the
denial rested on a finding, at the time of reviewing Plaintiff’s background check, that Plaintiff
“had an activity strike within RCFD.”

Exhibit E. Written affirmations of the General Counsel of the Ridgeway County Fire
Department (June 29-30, 2026), affirming in his official capacity that: (1) the June 8, 2026
warning was issued by clerical error and has been removed from Plaintiff’s discipline record; (2)
both warnings are appealed and inactive under Handbook Policy 605-3; and (3) no adverse
action currently stands against Plaintiff. Two captures.
Exhibit F. Ridgeway County Fire Department Internal Review Board ticket record and transcript
(Ticket ID 72; opened June 15, 2026, closed June 16, 2026), establishing that the first warning
was appealed on June 15, 2026, identified by the Deputy Chief as “just a clerical issue” on June

The foregoing establishes: (1) Plaintiff appealed the first activity warning on June 15, 2026 - the
same day the second warning issued and at the earliest opportunity; (2) the Deputy Chief of
RCFD identified the warning as “just a clerical issue” attributable to the department’s logging
bot on June 16, 2026; and (3) the appeal was processed and logged on June 16, 2026. Each of
these events preceded the Defendant’s background review and its June 29, 2026 publication of
the Ranger Class 22 results.
