AFFIDAVIT IN SUPPORT OF STATE’S MOTION FOR RECUSAL
I, vloqsouls, hereby depose and state as follows:
1. I am the Assistant Attorney General for the Criminal Division of the Ridgeway
Department of Justice, and have been employed in this capacity since May 2nd, 2026. I
have been in possession of a valid bar certificate within the State of Ridgeway since July
13th, 2025. As a bar certified individual, I have familiarized myself with the Ridgeway
Rules of Procedure, the Rules of Professional Conduct, and the Rules of Judicial
Conduct.
2. This statement is made in support of the state’s motion for the recusal of Judge
Arthur_Chen and does not contain every fact and matter within my knowledge. In no way
does this affidavit constitute a final determination on the merits of the above-titled action,
or pertain to the alleged offenses brought forth against the defendant in the matter.
3. On or about April 30th, 2026, Judge Arthur_Chen, while acting as a presiding judicial
official, did knowingly and wilfully engage in ex parte communications with a criminal
defendant, to wit; during a period of recess in the proceedings of State of Ridgeway v.
JamesGardai (RSC-CM-8845), Judge Arthur_Chen entered into a private call with
JamesGardai, a party to the aforementioned case, and discussed with JamesGardai a plan
to acquit JamesGardai of criminal charges brought forth by the State of Ridgeway,
instructing JamesGardai to file a motion to dismiss “for probable cause” [sic]. Later that
evening, Judge Arthur_Chen instructed JamesGardai to file a motion for sanctions against
Mx. v1oletelo1v, an attorney for the Department of Justice, where JamesGardai did file
the motion for sanctions and directed Mx. v1oletelo1v to show cause as to why they
should not be held in contempt of court.
4. On or about May 2nd, 2026, the Ridgeway State Senate passed Senate Resolution R11-20
to issue articles of impeachment under maladministration of office for the aforementioned
conduct
5. Judge Arthur_Chen, as Chief Judge of the Superior Court, possessed knowledge that such
conduct was unethical and contrary to the Rules of Judicial Conduct, as evidenced by his
acknowledgement of “mutually assured destruction” in the event that JamesGardai would
“send [the] evidence around” (Exhibit A at 4:44), thus acting contrary to Canon
3(C)(1)(a) of the Rules of Judicial Conduct.
