CRIMINAL INFORMATION
COMES NOW, I luhvcouture, on behalf of the State of Ridgeway hereby allege and charge
the Defendant voxpaa with the following offences:
COUNTS ONE - 5 R.C.C. § 5.06 - UNLAWFUL DISTRIBUTION OF A FIREARM
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute a Para 17 with flashlight attachment to Cyberphiliac, a civilian, without lawful
authorization, to wit: the Defendant made contact with Cyberphiliac on a dirt road on the western
face of Alder Mountain while operating a marked Palmer Police Department vehicle, conducted a
search override of Cyberphiliac's person prior to the transfer, and thereafter distributed the
aforementioned firearm from their person onto Cyberphiliac, a civilian who held no law
enforcement affiliation or other lawful entitlement to receive police-issued firearms.

COUNTS TWO - 5 R.C.C. § 5.06 - UNLAWFUL DISTRIBUTION OF A FIREARM
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute a Para 17 with flashlight attachment to jjpet2345, a civilian, without lawful authorization,
to wit: the Defendant made contact with jjpet2345 on a dirt road in the wilderness of northeast
Ridgeway County while operating a marked Palmer Police Department vehicle, conducted a search
override of jjpet2345's person prior to the transfer, and thereafter distributed the aforementioned
firearm from their person onto jjpet2345, a civilian who held no law enforcement affiliation or other
lawful entitlement to receive police-issued firearms. The Defendant later admitted to this transfer
during a criminal interrogation, stating "I DEALT HIM A SNIPER."
COUNTS THREE - 5 R.C.C. § 5.06 - UNLAWFUL DISTRIBUTION OF A FIREARM
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute a Centennial 700 to jjpet2345, a civilian, without lawful authorization, to wit: during the
same encounter described in Count Two, the Defendant further distributed a Centennial 700 sniper
rifle onto jjpet2345's person, a civilian who held no law enforcement affiliation or other lawful
entitlement to receive police-issued firearms, and the Defendant subsequently admitted during
interrogation to having distributed the Centennial 700 on two separate occasions.

COUNTS FOUR THROUGH TWENTY-THREE - 5 R.C.C. § 5.09 - UNLAWFUL
DISTRIBUTION OF GOVERNMENT-ISSUED EQUIPMENT
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute twenty items of government-issued equipment to DeadOrganicMaterial, a civilian Tourist,
without lawful authorization, to wit: the Defendant drove from the Palmer Police Department
station to the overpass beneath Alder Mountain Road at US-395, where DeadOrganicMaterial was
present beside a parked vehicle. The Defendant conducted a search override of
DeadOrganicMaterial's person, and proceeded to transfer one Extendable Baton, five pairs of
Handcuffs, one Stetson M2-A with flashlight, eight boxes of PI 5.56 Ammo, one Radio, one TB26,
and three Cartridge Packs onto DeadOrganicMaterial's person before departing the scene eastbound
through the Oakland Tunnel.
COUNTS TWENTY-FOUR THROUGH FORTY-FOUR - 5 R.C.C. § 5.09 - UNLAWFUL
DISTRIBUTION OF GOVERNMENT-ISSUED EQUIPMENT
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute twenty-one items of government-issued equipment to Cyberphiliac, a civilian, without
lawful authorization, to wit: the Defendant made contact with Cyberphiliac on a dirt road on the
western face of Alder Mountain while operating a marked Palmer Police Department vehicle,
conducted a search override of both Cyberphiliac's person and their vehicle prior to the transfer,

confirmed the absence of any law enforcement credentials, and proceeded to transfer one
Extendable Baton, one pair of Handcuffs, one Para 17 with flashlight, four boxes of PI 9mm
Ammo, eight boxes of PI .50 BMG Ammo, one Centennial 700, one Radio, one TB26, and three
Cartridge Packs onto Cyberphiliac's person. The Defendant later admitted that this transfer occurred
as a result of extortion by Cyberphiliac, demonstrating full awareness of the unauthorized nature of
the distribution.
COUNTS FORTY-FIVE THROUGH SIXTY-FIVE - 5 R.C.C. § 5.09 - UNLAWFUL
DISTRIBUTION OF GOVERNMENT-ISSUED EQUIPMENT
OFFENSE TYPE - FELONY
ALLEGED CONDUCT: On or about the 20th of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute twenty-one items of government-issued equipment to jjpet2345, a civilian, without lawful
authorization, to wit: the Defendant made contact with jjpet2345 on a dirt road in the wilderness of
northeast Ridgeway County, connecting to State Park Road, while operating a marked Palmer Police
Department vehicle. The Defendant conducted a search override of jjpet2345's person, confirmed
the absence of any law enforcement credentials, and proceeded to transfer one Extendable Baton,
one pair of Handcuffs, one Para 17 with flashlight, five boxes of PI 9mm Ammo, five boxes of PI
.50 BMG Ammo, one Centennial 700, one Radio, one TB26, and three Cartridge Packs onto
jjpet2345's person.

ALLEGED CONDUCT: On or about the 22nd of March, 2026, within the State of Ridgeway, the
Defendant, while serving as an on-duty officer of the Palmer Police Department, did unlawfully
distribute seventeen items of government-issued equipment to jjpet2345, a civilian, without lawful
authorization, to wit: the Defendant returned to the same dirt road in the wilderness of northeast
Ridgeway County for a second dealing transaction with jjpet2345, conducting a search override of
jjpet2345's person before transferring one Extendable Baton, four pairs of Handcuffs, one Stetson
Cardiac-5, nine boxes of PI .45 ACP Ammo, one Radio, one TB26, and three Cartridge Packs. This
second encounter with the same recipient, occurring two days after the first, demonstrates a
deliberate and continuing course of criminal conduct on the part of the Defendant.
Being authorized to prosecute the offenses charged, I approve this information.
