PETITION FOR A WRIT OF HABEAS COURPUS
COMES NOW, Petitioner CharlesLXV, by and through undersigned counsel, hereby
petitions this Honorable Court for a Writ of Habeas Corpus and shows unto the Court as follows:
I. Parties
1. CHARLESLXV (hereinafter “Petitioner”) is a citizen of the State of Ridgeway.
2. N_ATHANNNN (hereinafter “Respondent”) is a citizen of the State of Ridgeway, and a
trooper in the Ridgeway State Police. He is sued in his official capacity.
II. Jurisdiction & Venue
3. This court has subject-matter jurisdiction pursuant to Article V, Section IV of the
Ridgeway State Constitution, which empowers this Court to hear “all civil or criminal
cases or controversies.” Further, 1 R. Stat. § 2210, et seq. empowers this Court to hear
this controversy as it is a writ for habeas corpus.
4. Venue is proper in this Court as the incident took place within the County of Ridgeway.
III. Factual Allegations
5. On April 20, 2026, on or about 7:40 p.m. Eastern Daylight Time, Petitioner was traveling
on a public roadway when a marked state police vehicle activated its emergency lights
and effectuated a traffic stop of Petitioner near the National Guard Headquarters.

6. Petitioner promptly complied with the signal to stop and brought the vehicle to a safe halt
at the side of the roadway.
7. Petitioner identified Respondent as the state trooper pulling him over by way of his gray
username.
8. Upon approaching Petitioner’s vehicle, Respondent failed to identify himself by name,
badge number, or agency affiliation.
9. Petitioner exited the vehicle in order to communicate with Respondent through nonverbal
means, including the use of signs, due to age-group communication limitations.
10. Petitioner inquired as to the basis for the stop, to which Respondent stated that Petitioner
was suspected of criminal speeding. Thereafter, Petitioner was handcuffed and placed
into the rear seats of Respondent's patrol vehicle.
11. At the time of Petitioner’s detention and arrest, Chief Judge Arthur_Chen of the Superior
Court of Ridgeway for Ridgeway County (hereinafter “Judge Chen”) was conducting
duty court, which included probable cause hearings.
12. At approximately 5:00 p.m. Eastern Daylight Time, Judge Chen, or his designee, issued a
clear and reasonable notice pursuant to 1 R. Stat. § 2801(a) that probable cause hearings
were being hosted and that all law enforcement officers were to bring forth their
detainees to the court.
13. Judge Chen began conducting Probable Cause hearings on or around 5:00 p.m. Eastern
Daylight Time on April 20, 2026 and conducted them for the next several hours,
including when Petitioner was stopped and arrested for criminal speeding.

14. Petitioner was transported to the RNG Headquarters for booking and processing. Upon
arrival at the headquarters building, Petitioner attempted to invoke his right to a probable
cause hearing pursuant to 1 R. Stat. § 2808, stating “I want my PC.” See Exhibit A.
15. Petitioner then attempted to contact Respondent via Discord direct messages stating, once
again, “I want my PC” and warning of legal action if his rights were not respected. See
Exhibit B.
16. Respondent, disregarding Petitioner’s invocation of his right to a probable cause hearing,
proceeded to arrest Petitioner for a violation of R.C.C. § 7.07(c) and remanded him to the
Ridgeway County Jail.
17. Following the period of confinement pursuant to the arrest, Petitioner’s arrest record was
recorded under hashtags in a manner that renders the nature of the charges completely
illegible. See Exhibit C.
IV. Prayer
WHEREFORE, Petitioner prays that this Honorable Court grant him relief as follows:
A. Issue a Writ of Habeas Corpus;
B. Order that arrest No. 20264214a932f52a for R.C.C. § 7.07(c) be vacated;
C. Grant such other and further relief as the Court deems just and proper.
