Statement Of Probable Cause
Your affiant, zoultix, being duly sworn, deposes and states as follows:
INTRODUCTION AND OFFICER BACKGROUND
[1] I, zoultix, a Police Officer in the Palmer Police Department and a Detective in the Special Investigations
Unit (hereinafter “SIU”). As a law enforcement officer, I am empowered to conduct investigations.
[2] I joined the Palmer Police Department on June 4th, 2021, immediately after completing my training at the
Law Enforcement Training Center. My interests have always been split between the tactical and
investigative divisions. I spent most of my career in the tactical unit, working closely with the Special
Investigation Unit to conduct raids and provide essential support. Neutralising numerous suspects and
making the state, especially Palmer, a safer place has always been my primary goal. I also took part in
governmental meetings and provided security for state officials at various events, ensuring they ran
smoothly. Throughout my service, I received multiple commendations, including the Tactical Courage
Award, the 6-Month Service Award, and the Public Courage Award. During my tenure, I was promoted to
Corporal within the Tactical Response Unit. Encouraged by the former Deputy Chief, I considered a
position as Lieutenant but chose to move to the Ridgeway County Sheriff's Office. Approximately a year
and a half later, I rejoined the Palmer Police Department and returned to the Tactical Response Unit,
where I quickly regained the rank of Corporal. A few months later, I joined the Special Investigation
Unit/Project Hazel, offering my expertise to the team. After completing Project Hazel, I was assigned as a
probationary detective.
INVESTIGATIVE PROCESS
[3] On March 14, 2026, at an unspecified time, a shooting incident occurred in Palmer outside the Palmer
Tunnel near the power plant area. A tow operator employed by the Ridgeway County Transit Authority
was performing official duties when a white Actila approached the scene at a high rate of speed and
struck the operator’s vehicle. The tow operator exited his vehicle immediately during the collision. The
suspect then exited the Actila, produced a firearm, and discharged multiple rounds, striking the victim.
The victim sustained fatal injuries and was pronounced deceased at the scene. The suspect re-entered
the vehicle and fled the area. Once the tow operator was brutally shot and killed, the suspect drove to
the depot, driving recklessly toward him. He then exited his vehicle and, without hesitation, shot the tow
operator again using an illegal firearm: Rochester 90.

[4] Exhibit A (9 seconds) clearly shows the suspect driving directly toward the tow operator's vehicle,
intentionally striking him with the vehicle. The suspect then exits the vehicle, produces a firearm, and
deliberately shoots the tow operator, resulting in his death. Following the shooting, the suspect re-enters
the vehicle and flees the scene.
[5] Based on the evidence shown in Exhibits of Evidence A, your affiant affirms that there is probable cause
to believe that Suspect akkaV inflicted charge upon other individuals without cause - therefore, akkaV is
in violation of § 3.09 First-Degree Murder, § 7.22 Vehicular Assault and § 5.01 Unlawful Possession of a
Firearm.

Video footage depicts the suspect, akkaV, intentionally striking the tow operator’s
vehicle, causing the operator to exit. The suspect then exits his own vehicle, draws a
firearm, and fires at the victim, resulting in fatal injuries. The suspect subsequently
flees the scene. Eventually returning towards the operator and killing him again with
his illegal firearm.
