The act of parking a motor vehicle in an invalid fashion. Invalid parking
consists of (1) parking in a handicap spot without a proper permit, (2)
parking in a spawning location, (3) parking in a way which obstructs
the flow of traffic, (4) parking facing the wrong direction of traffic on a
roadway. Valid parking consists of (1) parking in a posted parking spot
between the lines if they are present without sticking out excessively,
(2) parking along a road where the 2 left wheels are on the road and
the 2 right wheels are off the road / on the sidewalk, facing the same
direction as traffic, (3) parking off-road excluding dirt roads and private
property.

Statement Of Probable Cause
Your affiant, zoultix, being duly sworn, deposes and states as follows:
INTRODUCTION AND OFFICER BACKGROUND
[1] I, zoultix, a Police Officer in the Palmer Police Department and a Detective in the Special Investigations
Unit (hereinafter “SIU”). As a law enforcement officer, I am empowered to conduct investigations.
[2] I joined the Palmer Police Department on April 28, 2022, immediately after completing my training at the
Law Enforcement Training Center. My interests have always been split between the tactical and
investigative divisions. I spent most of my career in the tactical unit, working closely with the Special
Investigation Unit to conduct raids and provide essential support. Neutralising numerous suspects and
making the state, especially Palmer, a safer place has always been my primary goal. I also took part in
governmental meetings and provided security for state officials at various events, ensuring they ran
smoothly. Throughout my service, I received multiple commendations, including the Tactical Courage
Award, the 6-Month Service Award, and the Public Courage Award. During my tenure, I was promoted to
Corporal within the Tactical Response Unit. Encouraged by the former Deputy Chief, I considered a
position as Lieutenant but chose to move to the Ridgeway County Sheriff's Office. Approximately a year
and a half later, I rejoined the Palmer Police Department and returned to the Tactical Response Unit,
where I quickly regained the rank of Corporal. A few months later, I joined the Special Investigation
Unit/Project Hazel, offering my expertise to the team. After completing Project Hazel, I was assigned as a
probationary detective.
INVESTIGATIVE PROCESS
[3] On March 9th, 2026, at approximately 16:25 PM EDT, a shootout occurred at the RBX Pharmacy
between two members of the public. The suspect, identified on the evidence materials as NPCWAR, was
conducting his duties and collecting bags for the company Ridgeway Credit Union. Video footage shows
that the suspect was armed with a firearm, specifically a Salvo, which he had on his person. The victim,
who was performing his duties as a tow operator within the Transportation Department, observed the
suspect inside the building during the incident. The victim had arrived to tow the suspect’s armored
truck, which was parked in a handicapped parking space. The suspect noticed the towing activity and
exited the building to confront the victim. Approximately five seconds after approaching, the suspect
brandished his Salvo firearm in front of the victim and a witness, and began firing in an apparent attempt
to murder the tow operator. The victim quickly took cover behind his vehicle and successfully neutralized

the suspect using his semi-automatic Cardiac firearm.
BASIS OF PROBABLE CAUSE
[4] Exhibit A shows the suspect exiting the building and appearing confused upon noticing that his truck
was about to be towed. Shortly afterward, without hesitation, the suspect brandished a firearm within
city limits and attempted to murder the tow operator.
