FINDINGS OF FACT

1) The respondent, voxpaa, is currently a Sergeant employed within the Palmer Police
Department since July 20, 2025, allocated to the Tactical Response Unit.
2) On March 26, 2026, the respondent was reported to the Palmer Police Department’s
Professional Standards Division with the allegation the respondent had unlawfully
distributed police grade equipment.
3) On March 26, 2026, Investigator iiSandwich_Lawz concluded an internal affairs
investigation into the allegations. Investigator iiSandwich_Lawz determined the
allegations to be sustained based upon the preponderance of evidence.
4) The investigation identified that on March 20, 2026, the respondent, while on-duty with
the Palmer Police Department, arrived at the Oakland Overpass near Oakland Tunnel and
proceeded to transfer various police grade equipment to DeadOrganicMaterial, a Tourist
in the State of Ridgeway. The items that were transferred included an Extendable Baton,
multiple pairs of Handcuffs, a Stetson M2-A with flashlight, multiple boxes of PI 5.56
Ammo, a Radio, a TB26, and multiple boxes of Taser Cartridges.
5) The investigation identified that on March 20, 2026, the respondent travelled outside of
the City of Palmer while on-duty with the Palmer Police Department. The respondent
arrived at the Alder Mountain and proceeded to transfer various police grade equipment
to Cyberphiliac, a Tourist in the State of Ridgeway at time of occurrence. The items that
were transferred included an Extendable Baton, one pair of Handcuffs, a Para 17 with
flashlight, multiple boxes of PI 9mm Ammo, multiple boxes of PI .50 BMG Ammo, a
Centennial 700, a Radio, a TB26, and multiple boxes of Taser Cartridges.
6) The investigation identified that on March 20, 2026, respondent travelled outside of the
City of Palmer while on-duty with the Palmer Police Department. The respondent arrived
at a wilderness trail near the Ridgeway Park Service station and proceeded to transfer
various police grade equipment to jjpet2345, a Resident of the State of Ridgeway. The
items that were transferred included an Extendable Baton, one pair of Handcuffs, a Para
17 with flashlight, multiple boxes of PI 9mm Ammo, multiple boxes of PI .50 BMG
Ammo, a Centennial 700, a Radio, a TB26, and multiple boxes of Taser Cartridges.
7) The investigation identified that on March 22, 2026, the respondent travelled outside of
the City of Palmer while on-duty with the Palmer Police Department. The respondent
arrived at a wilderness trail near the Ridgeway Park Service station and proceeded to
transfer various police grade equipment to jjpet2345, a Resident of the State of Ridgeway.
The items that were transferred included an Extendable Baton, multiple pairs of
Handcuffs, a Stetson Cardiac-5, multiple boxes of PI .45 ACP Ammo, a Radio, multiple
boxes of .45 ACP Ammo, a TB26, and multiple boxes of Taser Cartridges.
8) The Palmer Police Department Code of Conduct strictly prohibits performing on-duty
functions beyond the officially designated geographical Palmer City limit boundaries
without proper authorization under COC §1.02.
9) The Palmer Police Department Code of Conduct strictly prohibits improper management
of Department-issued equipment including the improper disposal, transferring,
stockpiling of equipment or usage of civilian equipment and weaponry on duty without
proper authorization under COC §1.06.
10) The Palmer Police Department Code of Conduct strictly prohibits violations of SOP
205.2 "On-Duty Standards" which includes performing any series of unprofessionalism,
disrespect, immaturity, failing to enforce the law, providing another party with money
without authorization, or violating community regulations while in the active course of
duty under COC §1.11.
11) The Palmer Police Department Code of Conduct strictly prohibits engaging in or being
connected to criminal activities, including associations with individuals involved in illegal
or unethical behavior under COC §1.11.

RECOMMENDATIONS
1) The impaneled officers recommend that the respondent be dishonorably discharged from
the Palmer Police Department.
