CIVIL COMPLAINT FOR FILING

I, thr33six8, tentatively proceeding without counsel hereby bring this civil action and for
their allegations against the defendants, it is alleged as follows:
STATEMENT OF FACTS
1. On July 3rd, 2025, I was in Sterling Heights.
2. Defendant and Senior Trooper Zartalox of the Ridgeway State Police was chasing me for
crimes that I had committed.
3. The pursuit went on foot when I squeezed through an opening in one of the houses’
fences and got out of my car, which was a Black Cavela.
4. Zartalox got out of his car, and that is when I shot him using a Solami.
5. About 2 minutes later, I was still in Sterling Heights when Zartalox was pursuing another
car. Two rangers of the Ridgeway Parks Service were there, and they were Park Ranger
Ⅱ Asianible and Park Ranger Ⅰ Ontario_RBLX.
6. Zartalox got out of his car, unholstered his Stetson M2-A, and started shooting at me. My
Cavela sustained heavy damage as I tried to find cover.
7. Since I had used the parking brake of my car at a bad time, my Cavela, which was
already severely damaged, grazed a fence, causing it to burn.
8. I shot back, and one bullet from the initial volley accidentally hit Ridgeway Parks Service
ranger Ontario_RBLX in the head.
9. I lost the gunfight I found myself in with Zartalox, and my car was blown into
smithereens.
10. On July 7th, I reported Zartalox to the Ridgeway State Police through their complaint
form, which is linked here.
11. The preface of the form reads, "This document will serve as the official complaints form
for the Ridgeway State Police. If you have witnessed or collected evidence of any form of
wrongdoing by a member of the Ridgeway State Police, this is the form you should use to
file a formal complaint."
12. Upon finishing the complaint form, it read, "...Please keep your DMs open, and allow up
to 72 hours for a response back by an Internal Affairs Investigator. We appreciate your
effort in making the Ridgeway State Police a better agency."
13. For reference, the duties of the Ridgeway State Police, as written in the first subchapter
of the first chapter of title Ⅵ of the Ridgeway Code of Statutes, are the following:
a. to bring to justice all violators of state law,
b. to investigate violations of state law, and render sufficient reports for the
administration of justice,
c. to serve all warrants of the Ridgeway State Courts,
d. to provide tactical support of both air and land force in situations of necessity,
e. to ensure equal protections of the laws,
f. and bring equal justice to all.
14. On July 10th, Defendant drjack0, who is a Lieutenant of the Ridgeway State Police and
whose duty is listed as "head investigator" on the state police's database, sent me a DM.
The DM read, "The complaint you submitted to the Ridgeway State Police Internal
Affairs Office has been declared: not sustained. The department appreciates your wishes
to hold our employees accountable for their actions. If you have any questions, please
reach out to Internal Affairs Command," He ended the DM with his name and the part of
the state police he represents (Internal Affairs Office).
15. While the report was being investigated, drjack0, who is also the director of the Law
Enforcement Training Center, had the ability to also investigate the report under his
authority as the LETC director, which could lead to the investigation of Zaratlox's LETC
certification.
16. Many LETC policies in its code of conduct, which can be seen as being committed by
Zartalox by his behavior in paragraphs 6 through 9 of this statement of facts, allowed
drjack0 to inflict punishment on Zartalox regarding his LETC certification.
17. On July 11th, The Ridgeway Department of Justice published a law enforcement use of
force memorandum, which can be read here. In short, the memo discourages police
officers from relying on deadly force too often, wishing that police officers use
less-than-lethal or non-lethal means to use force when applicable.
18. Never did Defendant drjack0 punish Zartalox for his aforementioned behavior in either
the Ridgeway State Police or the Law Enforcement Training Center.
19. Never did the Ridgeway State Police punish Zartalox for his aforementioned behavior.
VENUE
1. Venue is proper in this Court because the alleged actions took place in the State and
respective discords, which are subject to the laws of the State and County of Ridgeway.
PARTIES
1. thr33six8 is a citizen of the State of Ridgeway.
2. Defendant Zartalox is a citizen of the State of Ridgeway, who is also a Senior Trooper of
the Ridgeway State Police, the state's police formed by 6 R. Stat. § 1101.
3. Defendant drjack0 is a citizen of the State of Ridgeway, who is a Ridgeway State Police
lieutenant and the director of the Law Enforcement Training Center.
4. The Ridgeway State Police is the state police of the State of Ridgeway, which is formed
by 6 R. Stat. § 1101.
TORTS ALLEGED
FIRST CAUSE OF ACTION
(1 R. Stat. § 3115 - Violation of Rights)
1. I incorporate by reference all prior allegations as if being alleged in this action; the tort of
violation of rights applies to all defendants.
2. The harsh display of deadly force by Zartalox caused my death. Since it is obvious and
under the principle of iura novit curia, the court can interpret which rights were violated
by Zartalox. Therefore, this tort has been committed against me by Zartalox.
3. Art. Ⅰ § Ⅰ of the Ridgeway State Constitution, which can be found here, states the
following:
a. Every person within this state ought to find a certain remedy, by having recourse
to the laws, for all injuries or wrongs which one may receive in person, property
or character; every person ought to obtain right and justice, freely, and without
being obliged to purchase it; completely and without any denial; promptly and
without delay; conformably to the laws.
4. Art. Ⅰ § Ⅳ of the Ridgeway State Constitution states the following:
a. That government is, or ought to be, instituted for the common benefit, protection,
and security of the people, nation, or community, and not for the particular
emolument or advantage of any single person, or set of persons, who are a part
only of that community; and that the community hath an indubitable, unalienable,
and indefeasible right, to reform or alter government, in such manner as shall be,
by that community, judged most conducive to the public weal.
5. Art. Ⅰ § Ⅴ of the Ridgeway State Constitution states the following:
a. That every member of society hath a right to be protected in the enjoyment of life,
liberty, and property, and therefore is bound to contribute the member's proportion
towards the expence [sic] of that protection, and yield personal service, when
necessary, or an equivalent thereto, but no part of any person's property can be
justly taken, or applied to public uses, without the person's own consent,or that of
the Representative Body, nor can any person who is conscientiously scrupulous of
bearing arms, be justly compelled thereto[.]
6. Chapter Ⅲ, Policy 301-4 of the Ridgeway State Police Department Policy Guide† reads:1
a. Employees shall conduct themselves, whether on-duty or off-duty, in accordance
with the United States Federal Constitution and the Constitution of the State of

Ridgeway and all applicable statutes, ordinances and rules enacted or established
pursuant to a legal authority.
b. Employees shall familiarize themselves with policies and procedures and are
responsible for compliance with each. Employees should seek clarification and
guidance from supervisors in the event of any perceived ambiguity or uncertainty.
c. Discipline may be initiated for any good cause. It is not mandatory that a specific
policy or rule violation be cited to sustain discipline. Policies are not intended to
cover every possible type of misconduct.
7. As the Ridgeway State Police is a part of the state government's executive branch, which
is " instituted for the common benefit, protection, and security of the people, nation, or
community," the state police has a duty to make sure that no violations of the law go
without the deliverance of justice; all violations of the law must be addressed with fair
and reasonable outcomes/actions.
8. Said duty is reinforced by R.S.C. Art. Ⅰ § Ⅰ, which provides a right to justice. It is also
fair to say that a right to justice is created by the 9th amendment of the United States
Constitution, as its existence is implied by the fact that there are many rights regarding
freedoms to do something, to be free from something, or to have due process/justice.
9. Taken that Zartalox's behavior in paragraphs 6 through 9 of the statement of facts violated
laws on the state, federal, and constitutional level, which I do not need to explain under
the principle of iura novit curia, the Ridgeway State Police had to punish Zartalox for his
behavior.
10. The Ridgeway State Police did not punish Zartalox for his behavior. Therefore, the
Ridgeway State Police's decision to not punish Zartalox constitutes a violation of my
following rights:
a. the right to justice as afforded by R.S.C. Art. Ⅰ § Ⅰ and the 9th amendment of
the United States Constitution
b. and the right to not be deprived of life and property as afforded by the 14th
amendment of the United States Constitution since Zartalox shot me to death and
was responsible for the destruction of my car.
11. Regarding drjack0, 8 R. Stat. § 1301 and its other sections read:
a. "[LETC] shall not investigate any instance of misconduct and is prohibited from
doing so…the director shall not take any action without prior investigation from
an internal affairs entity which has…"
12. However, this statute does not apply here as drjack0 had to address the violation of my
rights, some of which were rights afforded by the state constitution and the U.S.
constitution; the state and U.S. constitutions require that he investigate the complaint
about Zartalox as the complaint was about my constitutional rights being violated.
13. Therefore, drjack0 has committed this tort since he had a duty as a RSP Lieutenant and
LETC Director to investigate Zartalox in RSP and LETC.
SECOND CAUSE OF ACTION
(1 R. Stat. § 3114 - Official Misconduct)
1. I incorporate by reference all prior allegations as if being alleged in this action; the tort of
violation of rights applies to all defendants.
2. As established, Zartalox's behavior constitutes the tort of violation of rights, therefore
constituting official misconduct. Therefore, Zartalox has committed this tort.
3. As established, drjack0 did not punish Zartalox in RSP, and he also did not punish him in
LETC. Since he has a duty, which is under RSP's policy (given that Zartalox's behavior
was against policy and/or the law), the state constitution, and the U.S. constitution, to
address the violation of my aforementioned rights, he had to punish Zartalox within both
RSP and LETC. He did not.
4. Therefore, drjack0 has committed this tort.
5. For the forgoing reasons, the Ridgeway State Police has therefore committed this tort by
not punishing Zartalox.
RELIEF REQUESTED
For Violation of Rights:
1. I wish that:
a. all defendants be held liable for this tort,
b. Defendant Zartalox give me $1,000 in punitive damages,
c. that Defendant drjack0 give me $1 in punitive damages,
d. and that the Ridgeway State Police give me $850 in punitive damages.
For Official Misconduct
1. I wish that:
a. all defendants be held liable for this tort,
b. that Defendant Zartalox give me $2,000 in punitive damages,
c. that Defendant drjack0 give me $50 in punitive damages,
d. that the Ridgeway State Police give me $4,000 in punitive and/or compensatory
damages,
e. that, pursuant to 1 R. Stat. § 3114(b), an injunction be made ordering the
Ridgeway State Police to terminate Zartalox and give a verbal warning to drjack0,
f. that, pursuant to 1 R. Stat. § 3114(b), an injunction be made ordering Defendant
drjack0 to launch an investigation of Zartalox's behavior in the statement of facts
in the Law Enforcement Training Center.
