Summary
The Court held that a Law Enforcement Training Center (LETC) blacklist preventing an individual from obtaining a peace-officer certification is not a "blacklist from employment" prohibited by 2 R. Stat. § 332, because a certification is a qualification prerequisite rather than employment itself. The Administrative Court misapplied the law in setting aside appellee's LETC blacklist on de facto employment-blacklist grounds; that portion is reversed, and the judgment is otherwise affirmed (appellee's dishonorable discharge issue resolved separately on remand hearing).
